Eldar make their Wraith contructs as well as their vehicles like wave serpants out of it through bonesingers.
However do Dark Eldar and Harlequins craft and use wraithbone? Do only the cultured craftworlders have the ability to make wraith vehicles?

DE don't use wraith bone because iirc it requires psychic abilities to grow, which the DE don't have/won't use.

Actually, it does. The Webway is in the Warp. It's walled off somehow, but it's floating in there. Daemons break through the wall fairly frequently, that's why Harlequins are so rare - they vast majority of them are busy patrolling the webway to patch the holes.

Harlequins make use of Wraithbone, however they need it less then the Craftworlders. Craftworlders armour is made of Wraithbone, Harlequins do'n't wear armour. Craftworlder ships have Wraithbone cores, I don't imagine Harlequins need many ships due to them stalking the Webway. However Shadowseers do use Wraithbone runes, as you've said have Wraithbone vehicles and even have a Wraith construct of their own. They are Wraithlord like Mannequins, but with no soulstones attached, it's believed they have their strings pulled by the Laughing God himself.
Dark Eldar can't manufacture Wraithbone, but they value it greatly. It is not unknown for Dark Eldar to find small, isolated Craftworlds and utterly strip them of all Wraithbone. Vect even has an army of stolen Wraith Guard called his Castigores, each one locked in vaults around the city incase of Civil War they are his trump card, as all DE weaponry relies on pain and they feel none.

Stolen metals mostly, I believe. In Nightbringer (McNeill), a Dark Eldar raid tried to get some Necrodermis for the purpose, but it died, much to their irritation.

Hm... its bizarre that Harlequin Starweavers which look so much like Venoms are wraith contructs as opposed to Venoms that are not.
Ok I guess I'm painting the undersides of my Starweavers bone then whereas my Venoms have metal/brass undersides.

Actually, that's because Venoms were originally Harlequin vehicles that got included in the DE book because Harlequins were, then when they gave Harlequins to the CE, they didn't move the Venoms over for some reason... then when they took the Harlies out, they left the Venoms in the DE book because they'd retconned them...
then they needed a new toy for the Harlies to ride on.

Can I get some references for this? I've always been under the impression that while most materials Craftworld Eldar use are 'psyco-reactive', Wraithbone is merely one such material, and primarily a structural material (i.e. mostly found in buildings and vehicles) at that.

Eldar gemstones are made of gak. They gak gemstones.
Craftworlders and exodites use wraithbone a lot. Harlequins also use it I think. Commorrite Eldar do not use it at all because it requires psychic powers to grow, and the Dark Eldar can not use their psychic powers unless they want to get eaten by Slaanesh. Dark Eldar constructs always seem to have a metallic look to them, so I suppose it is made of whatever hyper-advanced alloy tempered in the blood and screams of a million slaves those wacky DE scientists came up with.

You are correct, Wraithbone is actually a specific and rarer material, used in the skeletal structures of vehicles and humanoid shells (i.e. Wraithost).
There are other materials used more commonly.

It's basically equivalent to saying "cars are made of metal". That's not a strictly incorrect statement, but it misses out on a lot of the complexity of what cars are made of. Likewise, saying that Eldar ships and craftworlds are "made of wraithbone" is not strictly incorrect, but I'm sure there's more subtlety to it than that.
The Dark Eldar are very technologically advanced, and so use a lot of exotic advanced materials to build their equipment. They almost certainly use some stolen wraithbone in special applications, but their ability to create and manipulate it is rudimentary at best - nothing compared to what bonesinger can do with it. And you see that reflected in-game: eldar generally have much more durable armor and vehicles, due to the extensive use of wraithbone.
