That Relic is basically tailor-made for the army I like to run, especially since it takes care of the Plasmacutioners and allows the Psykers to buff other units, that really need it at the time.
However, I am a little concerned putting such an expensive and good Relic on a T3 unit with 5 dudes in a Chimera. Since PE and Orders come from there, I am not sure how well it will survive. My AV saturation is solid and the amount of immediate pressure is also good. I have not run into any problems thus far, but I have not played that many games with IG either.
With all of that in mind, do you think using the PE bubble is worth the risk? Or better drop the CCS altogether due to its fragility and run Yarrick + Primaris for the points instead?

The PE bubble as you call it is golden. It allows you to forgo Pask as a warlord. Or even have a second source of PE besides him anchoring another flank. I put my Aquila carrying CCS in a Chimera w/ Dozer, H. Bolter, Relic Plating and most importantly Cameo netting. It sits behind an Aegis for solid 3+ save.

I have a platoon of death with Coteaz and Inquisitor, loads of Plasmas and ACs going forward (with Scout and so forth), so they usually eat the Prescience.
This means that the CCS Chimera would hide behind the two full Plasmacutioners while the Melta Vets do their thing.
I just feel a little safer with Yarrick, but in my list his only benefit is not giving Warlord that quickly and freeing up some points.

You could always do box formation giving no space for the enemy to see the chimera in the center. you lose out on some of your plasma but as long as they cannot see it. and or cannot see the majority of the side that is getting shot at they get a wicked cover. especially with camo cloaks. (IIRC its 5+ for intervening. 4+ for facing fully covered then 3+ for camo.) You do it when you feel threatened. then break out and go full ham once the anti tank threats are mostly down. If you feel extra threatened you could always sit a psyker near by for invisibility or something additionally stupid. edit: just noticed i didnt mention. use the box formation with the plasma executioner*

Its a LOT of points.
and all you are really getting is a big block of models that roll a lot of plasma blast templates (which can get fethed with invisibility) if you had to go allies i think maybe inquisition might be nice. land raiders are still doable. can get a TON of cheap pyskers. or just a single cheap inquisitor for more relic shenanigans.

Another way to toughen up your CCS is to add Nork Deddog. If your Chimera gets popped, he's a good last defense for your commander. That is, if you're willing to spend the points.

Land Raider is not a command vehicle, so the main reason you have a CCS in the first place is taken away.

The Aquila isnt an order. sure its a waste of some good orders but if he is only doing it for the PE then i dont see why not.
Though at that point a pysker with divination would be just as useful.

99pts gets you 3 inquisitors with power armour. Attach them to the CCS for 9 3+ wounds, LoS any st6+ or ap3 or better away to the 4 vets. Makes it more durable when out of the chimera.

Just hide him behind the plasmacutioners as mentioned above.
Sticking him in a LR is useless, as an alternative to that you should just take Pask and forgo using a CSS altogether. He's more durable and does more damage while giving out PE to his unit.

Is there a way to issue orders from a building? if so a bastion would work well.It would extend the bubble pretty far as well. Any building would be good under those circumstances.

Yea the rules under orders say you can't give orders from within a vehicle or building. Except chimera has its own rule. But being in a building would be so much better as bastions and bunkers are AV 14 and you could take the shield upgrades too.

You can give orders from the top of a building though, and a bastion/bunker can buy a void shield for 25 points. Pop camo gear on your dudes and they can gtg for a 3+ cover once someone pops the void shield.
Any attacks directed at the squad hits the void shield first, so you get at least some measure of protection from str 6+ fire.

But realistically speaking you won't gtg. Why? Because if he's trying to sit in the bunker to grant preferred enemy to things around him he's probably going to have stuff he wants to give orders to as well. Guard heavily relies on its ignores cover orders and monster/tank hunter.
And by adding more camo cloaks and shields on the bunker you are just making that one preferred enemy bubble a bigger target as just to get it you are using so many points.
I personally say stay cheap and throw them in a chimera. Maybe give the chimera camo netting but I would go to in depth with adding lots of points.
