Greetings. I have played Warhammer Fantasy for 16 years. I have played 40K for short periods of time.
Started when Tau first was released, then again when Dark eldar and Necrons got new books. I have
been thinking for months now and have had a hard time to settle for one army. But now it has come down
to the following... White Scars or Necrons. I also thought about Tau but with the new book on the way i was
not sure I could count them in.
So for someone who are about to jump into 40K once again. What piece of advice would you give about
choosing one of the armies? Please vote and leave a comment. Thank you for looking

It depends if you enjoy fast mobile way of play, gunlane or very durable army. First of all answer yourself a quest bout whitch minatures you like the most, later the fluff, later if you enjoy the "oh were are playing that kind of game now" looks or more of relaxed player who enjoys the idea of army over its standings in the "most hated" ladder. My vote goes for scars mainly cause I am the true son of the Emperor. With necron second and tau last.
Ps. Another question bout army is if you like to hear and shout KHAAAAAN or not

I love my white scars. Built them in 5th edition when bikes were meh. Now they're the new SM hotness. Seriously, every edition they get better. But you need to be content with them being meh again as we're due for a correction next edition.

Thank you for the replies so far  I would like to mention that my first two alternatives where Orks and Eldar. I bought the Ork Codex and the Waagh! Ghazkull supplement and later on the Eldar Codex when it was released some months ago.
With Orks I pretty soon realized that there would be a lot of models, a LOT. And I also realized that the direction I wanted my army to go was also the most expensive. So with this in mind and with the fact that I play Orcs in Fantasy I decided that they was not for me.
And with Eldar I just opened the book and smelled the cheese and was like NOPE!
And here I am looking for something else now. If you think about playstyle I have no real preference. I like speed, I like to be durable, I like something in between. The only thing I dont like is when to balance is totally off. I dont want to be OP and I dont want to be the underdog. Simple as that. And when it comes to the models I will give you some of my thoughts.
White Scars
To be honest Marines must be the most boring ones. Because they are everwhere in any colour, shape and forms.
Right? And yet they have a look that people like and get attracted to. And thats one of the reasons they are so popular. For me White Scars are a thing because I like the thought of a lot of bikes and other vehicles and transports. I like the white who I would paint with a lot of weathering and battle damage on the armour. And I like the fact that I wont need loads of models.
Necrons
This kind of a no brainer. What is there not to like about ancient evil robot skeletons? I like most of the models but find the Warriors horrible when you compare to the rest of the range. And I dont feel as excited about painting Necrons. For me they should be painted metal. Sure they can look great in some other colour but I would want mine metal with red pinkish glow. At least I can paint them fast and that is a big plus for me.
Tau
Oh boy. Where to begin? There are few things in my wargaming life that can top the feels I got when Tau where first released. I have to be honest here. I love anime and the Tau just had that feel about them. I simplu just love the models and they look even better now! The only meh for me are Vespids. Could have looked way better. I know that they went from heo to zero but with the new book on the horizon It cant be other than temting. And a big plus is also that yhey look good no mather how you paint them.
So there you have my ramble. And I hope that you didn't fall asleep halfway through.

Sounds to me like Tau are where your heart rests. They are about to get a new update too, which is cool. Would be a great time to start them what with new model kits fast approaching release in the coming weeks.
Nothing says you can't do both, however. Start out with Tau as your main force, and to mix things up a bit, do a smallish squad + HQ of white scars on bikes to use as an ally to your Tau army and eventually, if you so choose, branch into a full second army unto its own right. It would be a nice way to break up the painting to pause whatever Tau project you have going to paint up a white scar biker or two to keep things fresh. Just an idea.

Don't get into close combat then ;-)
Seriously though, what you want is having a few small squads up front that can eat the charges by sacrificing themselves for the greater good. Because they'll be so instantly killed by the assaulters, the assaulters will be left out in the open again when it comes to your turn! Then you can shoot them some more, and that'll take them out!

The latter require some finess.

Outside of Orks, Xenos require more skill and advanced tactics to win [but you will dominate the opponent if you make them work] than SM and the latter has a more simple look, so easier to model for a noob.

Total nonsense, if you played wfb 16 years ago you can play any 40k army. Figuring out most 40k "tactics" isn't hard at all. The general lv of "finess" of 40k armies of today are about as tactical as a starter game of wfb then.
My advise
- Watch some battle reports, look trough the codexes and try to find an interesting ways to play with the armies.
- Look up results for tournaments an gaming groups in your area, to see what the majority plays and what lists, armies and units are currently hot or rare and original.
Decide if you want to play those list or if you don't want to play them.
-Build some armies on paper you would actually want to play with..
- Calculate the total cost of the armies you would like to play in money and painting hours.
- re-evaluate those armies.
- Run some try out matches with your army on vassal ( https://vassal40k.wordpress.com/). This is the best way to try out if you actually like to play with your army and if your army does work the way you think it works.
- buy a few single models on the second hands market to try out if you like to paint those.
Then make your choice, and start buying your army.
Just starting to invest in an army because they are a good way to learn the game is a waste of money.

More nonsense again. Winning with orks might look simple but is actually one of the hardest things to do in 40k and requires a lot of planning ahead. Just propose a 1 game army switch between a good ork and a tau or eldar player to see how easy it is to win with orks..

Space Wolves are borderline mono-build. Your success depends on deploying a death star or at least tons of Thunder Wolf Cavalry. Grey hunters lost a lot of oomph when the top lists stopped bother to assault. Now they are just victims like any other meq.

From what you've said, I'd say Tau. Tau appeals more to your favoured aesthetics, which seems to be a big thing for you. I know you're not a new player, but I always suggest ranking fluff, aesthetics, and playstyle. You mention playstyle (bar you don't wanna be OP or scrub) doesn't matter too much, but it seems Tau appeals to you. I wrote a wee piece on it earlier; you might benefit from it even though you played WFB for years

Well if it was as easy to choose based on just the models then
it would be Tau. 100%. I have not read any fluff since 2001 so I really cant say anything about it (unless it is unchanged).
