So, alot of things make no sense in the SM codex, and alot of things need fixing, and something needs to be done.

-Chief Librarian:
Upgraded from an ML2 psyker to ML3 for 25pts, can replace Chief Librarian Tigurius in a Conclave and other relevant Formations. Can take everything regular libby's can.

-Captains/Techmarines in Centurion Armour:
50pts, can only take an Omniscope, CM upgrades (if applicable) and two heavy weapons/siege drills with built in Special Weapon. Also gets S&P, two powerfists and the Techmarine gets a Servo harness like normal. +1W, T and S. Techmarine Centurion can drop his two seige drills/heavy weapons for a Conversion Beamer.

-Terminators:
Keep them the same, just make them only vulnerable to AP2/1 since they're meant to be nigh impossible to kill, keep fhe 5++ and have it once per game, you can have the whole squad increase the save by one. Command Squads can take Terminator Armour fot 10ppm but drop 'nades and Veterans take the usual Powerfist and Stormbolter (Can be upgraded to Chainfist for usual ppm and one veteran takes a Heavy Weapon), Company Champion gets an Iron Halo and replaces the Boltgun with a stormbolter, the Apothecary takes Narthecium and a Chainfist as standard.

Command Squads - Jump Packs and Combat Shields for 8ppm?

Venerable Ironclad Dreadnought - Ironclad with WS/BS 5 and Venerable SR. 10ppm

Venerable Land Raider - LR with the Venerable SR that Ven Dreads get. 15 pts.

Tyrannic War Veterans - Just about the only thing that makes Ultras unique, aren't in the codex!
Spoiler:

ELITES - Infantry - 80pts
Unit Composition
4 Tyrannic War Veterans

Tyrannic War Veteran
WS BS S T W A I Ld Sv
5 5 4 4 1 2 4 9 3+

Wargear:

Special Issue Ammunition
Boltgun
Bolt Pistol
Frag Grenades
Krak Grenades

Special Rules:

Preferred Enemy: Tyranids
Combat Squads
Chapter Tactics: Ultramarines

Options:
May take four additional Tyrannic War Veterans ... 20ppm
The whole squad may take Chainswords ... 2ppm
May take a Veteran Sergeant with PE:Tyranids ... 23 points
May take Chaplain Cassius as a Squad Leader.
May take a Rhino or Drop Pod as a dedicated transport.

What does dakka think?

I actually think it's fairly good in what it is, certainly not as bad as you make it out to be.

-Chief Librarian:
Upgraded from an ML2 psyker to ML3 for 10pts, can replace Chief Librarian Tigurius in a Conclave and other relevant Formations. Can take everything regular libby's can.

Make it 25 points and you're on. GK Librarians AFAIK pay 25 for their 3rd ML, and Chief Librarians shouldn't get it 15 points cheaper.

-Iron Father Stronos:
Despite the IH not having a named Character at all, I feel rules for one of the most 'prolific' Iron Fathers is necessary. I was thinking CM statline with some added flavour in the LOW slot, since Calgar is getting lonely.

Or, we move Calgar and all of the other ex-HQ choices out of the LOW slot? Stronos doesn't need to be a LOW anyway, you could probably settle with a CM statline as an HQ anyway. Kantor does. Or, failing that, just use the relics in the Clan Raukaan supplement to make him.

Takes cent squads of five as troops.

Mostly agreed except for the cents as Troops. It's pretty much gone out of fashion now for units to be slotswapped. Have Centurion armour give +1 Toughness, Strength and Wounds. No need for power fists, just give it the same options as regular centurions. No relics, otherwise, we'd be seeing Shield Eternal Centurions, which would be horrendous.

Terminators - Keep them the same, just make them only vulnerable to AP2/1 since they're meant to be nigh impossible to kill, keep fhe 5++ and have it once per game, you can have the whole squad increase the save by one.
See any of the other Terminator buffing threads, seeing as this will be a huge point of contention. Personally, I'd drop the cost of Terminators by a wee bit instead.

Venerable Land Raider - LR with the Venerable SR that Ven Dreads get. 15 pts.

Not sure if needed, given that all LRs are relics in their own right. The FW marks do a good job of creating difference in their own right.

The only thing I'd possibly want in a Marine dex is for Command Squads to take jump packs, the command tanks to be added as a Strike Force Command unit in the Gladius, and for Acting Captains/Veteran Sergeants to be added as HQs, but only available in a Gladius as a replacement Chaplain. Basically, slightly buffed Veteran Sergeant statline.

Acting-Captain - 45 points
WS5
BS5
S4
T4
W2
I4
A2
Ld9
Power armour, bolter, bolt pistol, grenades. Can take all weapons from marine wargear lists, wear artificer armour, scout armour or terminator armour.

A cheaper, less powerful Captain.

Marines live on formations and the buffs they get for that, which is as far as it goes.

I'm not sure Raukaan can even be used in 7th as I don't own it so i'm unsure of what it contains.

Jump CS sounds cool, but Terminator Command Squads - while they'd be overcosted and inefficient- would look badass.

I said they could ONLY take what I listed, so no relics.

I'm gonna edit OP to make these changes.
