The Allies system as you have pointed out destroys this concept.
My view and many other people's, expressed at the time that Allies were introduced, is that Allies was a serious mistake and it would be better to change the rules back and get rid of the whole concept.

In a way I do too, but with mini codex's like mechanicus, skitarii, harlequins, Imperial knights, assassins, inquisition, etc... It can't really revert back to a no allies system without ruining these armies. At this point it looks like allies are here to stay, might as well look at ways of balancing them as opposed to getting rid of them all together. Of course you can still dream, but I think it's safe to say pandora's box can never be shut now that it's open.
