Howdy folks, I'm looking for appropriate non-heroic scale models to stand in for IG troops. There's just so many places to look that I don't know where to start. Any suggestions?

Hmm, good question. First one to come to mind is Cadians, but Vostroyans are a good second (especially in proper scale).

Vostroyans, Mordians and metal 90s era guard are not far off 28mm themselves. They're nearly a head shorter than modern Cadian plastics. They're not victim to the scale creep. Now if you like the poses is another matter...

Yup, go look at Victoria Miniatures, their guard are great, several possible regiments. I have a full army of theirs and thy are lovely.

Hmm, they're about 28mm but they are still very much heroic sculpts and have massive hands, heads and weapons. I love those models but it's not really what the op is after.
How about Forgeworld? Both Dkok and Elysian are a bit more "non-heroic".

Thats probably the best suggestion.
Arcadians are her version of Cadians but she makes very modular components so you could make dozens and dozens of regiments from her stuff.

I supplemented my own Guard with guys from this range: http://www.anvilindustry.co.uk/AFTERLIFE. Akin to Elysians and DKOK in body type, i.e. not Rambo in Khaki.
Edit: Specifically, Unity Council Marines and Republic Grenadiers are what I used - Grenadiers for my veterans and Marines for the standard guardsman.

My thoughts exactly. Although you have to change their guns in order to make them look more scifi.
Perry miniatures have cheap plastic kits of high quality that can serve the purpose.

I know Victoria miniatures have a lot of good replacement weapons if OP wants to go that rout with historical minis, they have plenty of great choices IMO

Warzone Resurrection had some nice heroic scale guard-a-likes. Very cool in their own right. I bought a starter of Trenchers / Imperials for that reason.

The marines and grenadiers are not heroic scale, but fit well with other GW models. The more recent stuff is slightly further from heroic scale.

On the low end Wargames Factory does some dirt cheap WWII plastics in normal scale.
The Russians I think would be good for all sorts of Sci Fi cannon fodder, they have some funky SMGs that could easily be blasters, lasguns etc and unlike the Americans and Germans are not instantly recognizable. Especially with a non-standard paint job.

Heroic figures generally mean bigger heads and guns, smaller torsos and legs. Basically exaggerating what's important, downsizing what is not. They look good but can also look cartoony.
