I am an IG player and I was curious if there are any guard players out there that have won tournaments in the last 2 years as our codex is regarded as non competitive

I've taken "best overall" at some local level events (though that included painting scores), but all of those had 18 players or less, and none in the last 8 months or so (since the new Codex paradigm with Necrons, Eldar, and SM's has dominated). I can't recall any major 7E tournaments where IG placed anywhere near the top as anything other than an allied contingent to another army.

I have with Renegades & Heretics if that counts

As previously mentioned, not as anything other than allies.

The last thing i recall was an MSU list with space wolves and IG. It involved putting loads of veteran squads in loads of drop pods and objective secured spamming all the objectives. That was well before the new SM changes when SW were the only ones to have drop pods available outside of dedicated transports

Guard 'can' be competitive in the off game, but if you want a consistent competitive army they're simply the wrong army.

Not as anything but a gimmick in the big tourneys. In local scenes you might be ok if nobody goes super hardcore or if formations/Superheavies

Yup. The best you can do is spam Earthshaker/Medusa gun carriages, ally in Inquisition/Assassins/IK/Skitarii and pray to the Emprah. But that is a ton of cash.

Those artillery can put it some serious damage and are very points efficient... But the units thatwere competitive were made obsolete with the necron/space marine/eldar updates. And since the competitive meta is full of those right now it is a serious up hill battle.

However, I do pretty good against every other codex out there

Steel host formation.

Pask in punisher as warlord, I usually load up with 2executioners 2demolishes 2 randoms depending on my opponent
Prefered enemy for all units within 12" of Pask
This on executioners is gold as no more gets hot.

It's expensive but solid. I usual play it to suplement my ba is big games but also play pure guard with it and throw in a Cad with vets hiding with a command squad (ignores cover Lc or flak) and as many vultures as I can fit. I do usual play 2000 or 2500 though so have plenty of room

I wouldn't say it was super comp but I have a fairly high win rate when using the steel host, 8-10 av14 tanks with that much dakka tends to mess up the meta

I would check the ruling because I don't think it's units it's vehicles from the formation within the 12 inches that get preferred enemy.
