Looking at the Codex, teleport homers seem somewhat silly because the Greyknights deepstrike from reserves turn 1, so the models with the homer can't get into position... The locator becon could be cool because it can help gate of infinty and personal teleporter stuff, but I can't find a vehicle that its available on, and its not on the vehicle equipment list on p59... I had originally considered having a few razor backs with it just to get some good lategame movement and a lascannon but

Yup. It is a nearly useless upgrade.

Well, the depends on how you read it. As the BRB equates Deep Strike and Deep Strike Reserve to be the exact same thing, and Gate uses the rules for Deep Strike while the Homer is triggered via arriving from Deep Stike Reserve, you can use GK Teleport Homers on your squads to give a Gating unit safe arrival points wherever those squads maybe. Gate is used during the Psychic phase, while a squad of Interceptors can move or Shunt during the Movement phase, which makes the tactic useful on turn 1. And if you are Deep Striking other units with Homers, those will set up an arrival point for other Gating or DS'ing units later in the game.

Which is to say, it has it's tactics and can be useful given prior planning.

GKs don't always arrive turn 1. You have to take a NSF for that to work. So if you're playing a normal CAD or playing list like jeffersonian, then you can put some homers on interceptors and move them up the field to get more advantageous deep strikes.

If I am going to use these tactics I prefer to Ally in someone who has homers that can scout/infiltrate like ravenwing or to use an allied inquisitor for servo skulls. Servo skulls are a cheap way to accomplish more accurate deep strikes.

Also an allied inquisitor can give scout for use of a locater beacon to get your guys up the field.

If you are using draigo they can be useful. But I've always found I need the points elsewhere.

If you're playing a shunt/gate list and want to get everything up the field first turn you don't need to worry about scout/infiltrate, or Servo Skulls. Shunt your Interceptors and Dreadknights up the field, then gate your block of Terminators off an Interceptor homer

Pretty much this, although Deep Striking a GKT squad with a Homer on to an Objective or in your opponent's backfield opens up your Gating unit's options starting turn 2.
