I'm not trying to rationalize or trivialize theft, but I think that loss prevention should be the responsibility of the shop, not the responsibility of internet sleuths.
Theft is wrong and it's perfectly fine to set a precedent and show thieves (or potential thieves) that it's not right, and that they won't be tolerated in the community, but I don't think this is the best approach, especially for something this petty.
Thieves often strike the same place more than once. By making it public that they are looking for the guy, they could have ruined any chance of him coming back and making a repeat offense, or coming back to play games.

That said is the security video from the 1980's? I can get entry level digital security cameras at Sam's Club or Fry's for about $300-$400 that have way better picture quality. You want to try upgrading to something a bit more clear.

It was a $25 box of stealth suits (which presumably cost the store about 18 bucks). I'm not endorsing theft and hope at some point he gets caught but that's pretty minor by I think any reasonable definition.

If you get someone to make a positive ID and the store wishes to press charges he could be charged with the theft. Of course its a pretty minor charge.

He's a criminal, he deserves whatever he gets. If you're for anything short of giving this kid the Blood Eagle or Brazen Bull you're SOFT ON CRIME  . Today it's petty theft from a locally owned game shop. Tomorrow it might be petty theft from a major corporation. Can you really live with the idea he might victimize a nice person like Walmart? It may be a minor amount in the overall picture but if he knows it's easy to get away with he will do it again.
Since he got away with it once, count on him trying again. He will try at that store, or another store. So spreading the word, and his picture, alerts everyone and every store to watch this guy and make it hard for him to steal.
