No offense, but do you actually play 40k? You can't play any of the new detachments without a formation.
Anyways, as a player that regularly plays the decurion against the gladius strike force and the hunter contingent, I'd say that formation detachments are the most balance that you are gonna get.

Do you play, because you're wrong. In a Decurion the Reclamation Legion, Star-God, Flayed Ones and Deathmarks are NOT formations. It is entirely possible to field a Decurion without a single formation.

Do you play, because you're wrong. In a Decurion the Reclamation Legion, Star-God, Flayed Ones and Deathmarks are NOT formations. It is entirely possible to field a Decurion without a single formation.
The reclamation legion is a formation.

Not all codex detachments are equal. With the current dex, da can't even run raven wing without formations or detatchments. We can't troop swap bikes like SM now. Sure I can take some troop tax and cram it into a cad, but that combined with limited FA slots and the fact that you can't add the speeder to the bike squad really only stops me from brining my list. And the only real advantage the detachment gives over the 6th ed troop swap is a free first turn jink. The free jink isn't even on par with the damage mitigation of a drop pod list.
I think that formations should be free, and have their own special rules. Not buffs so much as tweeks. Then the buffs should be like optional upgrades for the formation that cost points. Imagine if you paid one or two points per model in the necron formation to increase their RP saves, and you didn't have to take it on everyone, but it was a by squad upgrade.
And most formations wouldn't take that much to reign in. Imagine if you only got free transports in Gladius for squads at full 10 man strength, tones the spam down but still gives you a reason to play all those bolter marines. Because let's face it, 60 marines are nothing to write home about.
