I think in the Clan Raukaan supplement you could bring up to 3 Techmarines for each HQ choice.

I'm fine with an overview. Only thing is I don't know if you can come up with a "team" aspect for my Eldar. They'll help the Imperium, but their first, last, and only priority keeping as many Eldar alive as possible

Mine, I only have a force org but named my main priests and wolf guard etc.
Wide range from floki, conan and such to Nordic and Viking.

In which case I would really suggest you make your own lesser known god up. Get creative.
Because Mal' CSM kill other CSM, and other CSM seek them out with extreme prejudice.
And that's not "an interpretation", that's canon. You would not have bargained ships from Word Bearers because they would have murdered you very hard the moment you popped up.
I wouldn't seek you out on the map and nuke you, but you cannot expect to work with Emperor's Children or CSM who know who you are.
