I'm looking for Legions that can really chew it up in melee combat.
I'm guessing there are three that fit the criteria:
- World Eaters (obviously)
- Emperor's Children
- Blood Angels?
Any other ideas? And which one of these would you say is the best (or will be the best)?

Night Lords and Sons of Horus both benefit strongly from outnumbering the foe in combat.

My Sons of Horus are intended to be pretty much entirely assaulting. Their Reaver squads have +1 attack to their statline, and when added to the plethora of special rules to supplement them in combat, they are a lethal unit. 5 terminators and Abaddon/Praetor coming out of a Spartan as well, my force is in your face and assaulting. Hope this helps

We don't know what the blood angels or white scars will look like but worlds eaters, sons of horus, and the night Lord's have the most melee centric rules.

Per fluff, for melee and shear brutality/bloody horror the top three in order are:
World Eaters
Night Lords
Carcharodons
Per gameplay rules/codex books:
Chaos Marines (Khorne Heavy)
Blood Angels
Space Wolves (cavalry)
Space Marines (depending on the chapter tactics used)
In essence, most marines are shooty with enough CC ability to hold their own. Chaos gives you many different options to become superior in CC. Blood angels give you +1 Strength and +1 Initiative (if you use the right formations). The space wolves are defensively good at CC with countercharge and their cavalry have rending.
There are other chapter tactics that can be good in CC, like forgeworld's carcharodons. They give you fear, and rage once you kill a unit. You can also buy every marine a CC weapon for 1 point so your basic marine would have 3 fear causing attacks on the charge from the beginning of the game.

At the moment both Sons of Horus and the World Eaters are good at this, though yes, the Night Lords, under the right circumstances, are also quite a threat in melee.

They probably aren't the best at it, but the Death Guard can be quite nasty in CC thanks to widespread rad grenades.

The truth is that most legions can go melee pretty effectively. Ultramarines can do Roman legions in space. Their breachers can take power swords and they have one of the best if not best melee unit: suzerain invictarii

Well, I think WE is one of the best choices here.
They have two very good cc centric units: Rampagers and Red Butchers.

WE tacs get kinda fearsome just by stacking chainaxes, Hatred and Rage. Then when they get Furious Charge, look out. Gotta get them there, but that's what Spartans are for.
I'm not a fan of Rampagers, but Red Butchers can be positively filthy. They have a few flaws, but when you see a unit of 5 throw 17 or 18 AP2 wounds on a unit in one round, it's hard not to become a believer.

2 wound terminators are nothing to sneeze at.
