I need help creating a Renegade SM chapter.
I haven't quite decided the name yet but I need help on the actual consistency of it.
I'll get to the background later. Just know that it's anti-psyker
I'm planning on 5 companies that probably couldn't exist, or could they?
1st Company would be nothing but Dreadnaughts (Maybe 20 Dreads)
Maybe 1 Leviathan, 2 Deredeo, Many lesser ones? How could i make this work?
2nd Company is all airborne troops. (About 60-90 Troops)
Thunder hawks, Caestus Rams, basically anything with a transport capacity
3rd Company is all ground based troops. (About 60-90 Troops)
Basically the 2nd Company but ground transports
4th Company is all auxiliary vehicle elements. (10 gunships? Techmarines)
Supporting Air/Gunships and Techmarine Covens
5th Company is soley heavy artillery. (Maybe 20 vehicles?)
Predators, Vindicators, maybe a Typhon/Cerberus?
Would any of this be plausible?
All manner of help and feed back would be appreciated.

Unbound. The blood angles have the dread troop choice I think. Space wolves can field flavorful ones new codex sm has squad dreads me thinks.

I'm not sure what you are asking for here when you ask if it is 'viable'.
You say you aren't interested in the background or fluff. But now you just said you weren't going for an actual tabletop army for rules either.
What is it you want, exactly?

I am interested in the background, I'm just not looking for help on it, I.e. Chapter master/history/ such things.
I'm wondering if it would be possible to have a SM chapter similar to the one I listed. The only reason I'm doing this is so I can write thorough background on them

Ah okay, I understand now.
The biggest issue, fluff-wise, with your idea is the concept of a Dreadnought "company" and that is from how Marine chapters treat and revere Dreadnoughts. To Marine chapters, a Dreadnought is something you treat with great respect, and only awaken it from its rest in terms of need. Running them all the time as a company is not something that would really be in a chapter's personality, as it is, in a Marine's eyes, taking a dead hero and denying him his rest and repose by making him fight all the time. Yes, Dreadnoughts are powerful resources and very wise, but they are not ones that are hauled out all the time. Fluff-wise, most of a Dreadnought's time is spent 'asleep' and disconnected, and they are only awoken when the need demands it. Even famous Dreadnoughts like Bjorn rest like this, Bjorn only being awoken in times of great need, or for the Space Wolves' major celebration.
That's the biggest issue I'd take away from it, but there are a couple of smaller nits to pick, and I'll throw them out here.
For one, Techmarines are not confined to a single company. Like Librarians and Chaplains, Techmarines are a Chapter-wide resource, it makes no sense to stick them all in one company and just hope that no other company has a breakdown.
Same thing with transports. Every Space Marine battle company (2nd-7th I think) is, ideally, able to deal with anything thrown at it, and have the tactical flexibility and resource flexibility to do so. Marines thrive in all situations, and shoehorning them into single roles limits that, which in turn weakens the Marines.

Ok, I see what you mean. What should I do in place of Dreadnoughts? I want to keep the 'theme' somewhat the same. I'll have a Techmarine Coven for every company as well as command squads.
I had it wrong, I was thinking that elements of all 5 companies would be used in a combined force. Perhaps I make all 5 Companies identical?

My apologies, they're very mobile using heavy ground and air transports accompanied by artillery vehicles/tanks and gunships. Also anti-psyker

Okay, well, to be real blunt, you haven't given me much more. Right now, it is a mode of operations that boils down to "they can pretty much do everything", since they are mobile but also have massive artillery. It's not much to go on, and it is not very distinct from other Marine chapters.
What is it that defines this chapter?

Hmm... I'm going to ditch the artillery idea, I just looked at what artillery SM can take, i'd rather be mobile.
What defines them? They left the Imperium to hunt psykers, were targeted by Imperium after hunting and executing another chapter's librarians. They hate psykers as much as Grey Knights hate Daemons (Maybe an overstatement).
Somewhat diplomatic to anyone who's not a psyker, (Malal?/Xenos included). I'm terrible with SM, I'm trying to figure out a way to have them 'cooperate' with Necrons

A blind hatred of psykers is a tough thing to maintain. After all, you don't navigate the Warp without Navigators, who are a type of psyker. You don't have any long-range communication without psykers, either.
