Really simple: blast weapons generate additional hits against MCs and GMCs. 2 hits per template for small, 3 hits per template for large.

This would represent the fact that against armour, it is the direct impact of munitions which is doing damage whereas the blast wave is less effective (but not completely ineffectual). Against flesh, the blast wave and spray of shrapnel is just as deadly as the direct impact itself.

This would also go a little way to making blast weapons attractive once again, whereas right now a high rate of fire weapon is almost always preferable.

Multiple hits that all have to roll to wound separately, and be saved separately? Yeah, I could go for that. Certainly makes things like the Necron death ray much more interesting.

I'd not go with all blasts for that. Cause many light weapons have blasts. Like a s3 grenade launcher. Why should it be able to deal 2 wounds rather than a solid shot?

What i'd do is buff ordnance. It's an underwhelming mechanics on regular vehicles. The thing is that it's killing power is indeed represented with 2d6 - take better for armor penetration. It should be also represented against MC and GMC. It should be d3 wounds for MC and GMC. Something like a D-weapon rolling 2-5 but only vs MC and GMC cause it makes sence that they absorb more energy simply cause of their sheer size.

Aye, save that it should still roll to wound with the usual S-vs-T roll - a Whirlwind is still going to have some difficulty making wounds stick to a Talos or a C'Tan Shard, and a battle cannon will still have a harder time wounding a Wraithlord than a Riptide. But, the result of that would be that a battle cannon could blow up a Wraithlord in one hit, while a krak missile can't, which seems consistent to me.

That said, I like the "blast == multiple hits" mechanic better than "one to-wound roll inflicts multiple wounds". Yes, a frag grenade could possibly do two wounds to a Carnifex, while a shuriken cannon shot could only do one, but they're still wounding on a 6, while that shuriken cannon is wounding on a 4.
