Why in the world has GW not made a card game out of this? they could totally make a normal deck of cards printed with imperial HERO'S as faces and goofiness as number cards.
Lots of fluff references to the game being played by AM/IG The Cain books. I'm well aware that there is a 40k card game, but BL made a Guardsman's uplifting primer.
What would you guys like to see in the card game?

Sinking millions into a movie that has nowhere near the interest level you think it has is good business now? Lolwat
Trust me, GW makes a lot of bad business moves, but not making a movie isn't one of them.

It has a lot more interest than you think. Most of them don't actually indulge in any other aspects of 40k.
Plus a lot of movies have been greenlit solely to put a product on the shelves. The Avenger series makes most of it's money off of tie-in crap (although this is true of almost all Disney-owned films nowadays).

The Avengers had a $220 million budget and took $1.52 billion at box office alone. That's a huge success without DVDs, merch or anything else.
If the movie has a budget of $100m it needs to take ~$400m+ to be considered a success (most of the box office doesn't kick back to the movie company, remember). Do we think 30 million + people will go to see it?
If GW's entire revenue was nothing but HH novels there still wouldn't be enough people reading them to justify that. If tens of millions of people really were reading the HH then the book sales alone would be more than GW's current revenue.

Are you seriously telling me that 40k and the Avengers are similar in fan base size?

I don't know about movies. Their only foray into the medium was...lackluster.
I WOULD, however, love an Emperor's Tarot deck. It doesn't even need game rules to be cool, which seems to be the direction GW likes these days :p Would work as a great RPG prop.

If they are then 40K fans average a spend of $2 a year. Presumably they would be too cheap to pay for movie tickets and wait for it to come out on Netflix...

Or simply a premium set of tactical objective cards?

I could go into great detail explaining why looking at just box office numbers are misleading but it got too long and no one probably wants to read it. The long short of it is that a lot of the "big success" movies are actually used to prop up a lot of lesser movies, with the majority of them just being darts thrown at a board (throw enough and you're bound to hit the bullseye). Due to a few company parties, I have talked to a few people with Warner Bros that would like to make a HH film, but GW has a notoriously tight grip on their IP and licenses. The slew of new video games though might mean GW is loosening that grip. EDIT: I'm guessing you two will probably start questioning who I am, where I get the authority and my integrity at this point. Lemme just say there's absolutely nothing there that requires you to believe me (I am assuming you guys are also working in the film industry), so it's all your choice. I'm just going by what I've heard off record (although since it was all in a casual setting, I don't think I said anything i shouldn't have).

Go look up Tarot cards. Your post doesn't make a ton of sense.
The Emperor's Tarot isn't a game, it's a psychic reading. Presumably it's done the same way readings are done in reality using a deck of Tarot cards, with the Emperor supposedly guiding the outcome. I imagine the deck used in 40k would be represented by a standard Tarot deck for the same reason everyone in the setting speaks English and schoolboy faux-Latin.
So GW could easily make a Tarot deck, replacing the art on the face cards and trump cards with Imperial art.
The games you would play with that deck would be any game that's played using Tarot cards now (which is none that I know of in English speaking countries, but plenty in other European countries).
There's nothing to invent here except to replace the art, and possibly rename some cards for fluffy reasons.

I played poker with a Tarot deck, once. I got a full house and then my family died.

All that being said, I would totally buy an Imperial-themed deck and learn to play some variation of tarot.

Regardless of all of that I think you're grossly overestimating the fan base of the HH novels. I mean, if there were just 1 million readers (way short of what would make a decent budget movie viable) buying 4 books a year and they're buying them all indirectly then those four novels would be ~10% of GW's revenue. Does that seem likely? It could well be much lower. You only need to sell ~5K copies a week to get onto the NYT best sellers list. If we see book sales split the same way overall revenue is that means that the US market is roughly a third and worldwide sales of HH novels are somewhere in the region of 100-200K copies. That would be reasonable with the estimated less than 500K 40K players worldwide. This is assuming that the average spend for US wargamers holds true for 40K players (could well be higher which would drive down the number) and assuming that 100% of GW's sales are 40K (we know that they aren't) so the actual number is probably closer to 300K. The only way it's going to work is if the movie is launched off the back of a successful computer game ( DoW was 7mill copies).

I do know that tarot cards are different than playing cards. But lots of the books refer to primarch and Inquisitors cards and games not unlike normal cards in our time. I just feel it would be a nice piece of fan service. I kinda wanted to know peoples ideas on how it would work not an argument about movies.

GW's yearly profits are less than the average Hollywood film released in the current era so, no, I don't think they have the money or the will to do a feature-length film.
