Can't you order through a GW store and collect there this avoiding the shipping charge?
I've done it in the UK with no problem, otherwise I just get it directly from FW at shows. It's surprising the number they attend, Comicon for instance.
Also the claiming of VAT back on UK purchases should be something you do via the relevant tax portal, I don't thing your purchases should be limited by the particular company signing up to a scheme. That didn't make sense?

I don't think stores outside the UK allows you to order through a GW store.

Sounds alomost like you need a single federal tax system and to scrap state taxes. National, regional and international businesses state the amount of sales made to/from each state and the federal body divides up the tax revenue accordingly...

I doubt that another level of bureaucracy would really improve the situation as opposed to simply adding another layer of paperwork and busy work. You have to remember that the US has states that are bigger than Britain and overall has 5x as many people. It would take a lot of people to run that tax organization, and states won't be willing to drop their folks, just shifting them towards making sure the federal government gets the right share to each state.
The question of paying state sales tax isn't really the problem that it seems to be, but a different one. The customer (in most states at least) is supposed to be reporting their purchases and paying tax, but as that is obviously not something people are willing to do the state has the business themselves collect the taxes. For out of state businesses, the purchaser is supposed to be paying sales tax themselves. No one wants to, however, and actually enforcing that rule would be both a nightmare in practice and a really poisonous political move.

They aren't wholly owned technically, as they would need to be a separate company for GW to own them. FW is a trading style of GW. Basically it's GW operating under a separate name. It's quite common though typically seen more in the insurance industry in the UK than retail.
Back to the main point of this thread the VAT issue is a bit of **nty move on their part, I would be interested to know how it's handled at their end, if they are charging it then they have to pass it on I assume. So no gain for them, so you would assume they wouldn't charge it.
