You correct - you can't. The Inquisitorial Detachment only allows 1-2
HQ and 0-3 Elite choices.
I'm not sure about Henchmen #3 being all over the place, weapon profile wise
And I'm also not sure why you stuck the 12 man squads who clearly want to get out of their transport in a Chimera while sticking the special weapon teams inside a Rhino where one of them wont be able to fire without disembarking. I'd just let them swap their transports. And I really like to go with two Heavy Bolters and Psybolt Ammo on the Chimeras, too.
For the Land Raider - how about a Crusader or Redeemer with Psyflame/Psybolt ammo? And Crusaders (the non-Land Raider ones) could improve the melee squads staying power, 15pts for a Stormshield would be nice even without the wound and the power sword attached to them.
Also - Psykers. 10 points per warp charge is amazingly cheap. And each of them has a chance to get Invisibilty.
