I'm relatively new to DA, my first list from 7e.

HQ:
Interro Chaplain: bike (130 pts)

Elites:
RW Command Squad: 4x bikers, Apothecary, champion (215 points)

Troops:
Scout Squad: 5 dudes, all sniper rifles (60 points)
5 man tac squad: grav gun (85 points)
5 man tac squad: grav gun (85 points)
10 man tac squad: multi-Melta, rhino (185 points)

Fast Attack:
5 black Knights incl. Huntmaster
5 black Knights incl. Huntmaster
RW Darkshroud

Heavy support:
Devastator Squad: 4x lascannon
Devastator squad: 4x multi-Melta

I cant offer to much to help since I am just now starting to get into 40k over fantasy, but I do have a question on the squad numbers you used. Is having two five man squads better that having a large 10 man one?

Most of it looks fine, but two things stand out as at least requiring me to ask the question:

What is the thought here? Why does the squad in a Rhino have a Multi-Melta over a standard Melta? You're obviously intending to move the unit, meaning the multi would have to snap-shot. I've seen similar tac squad setups when in a drop pod, sacrificing the first shot to me able to staticly hold an objective later, but in a rhino is new to me.

Why are the weapons mixed here? They both have the same sort of preferred target (vehicles / mc's) but one has double the range of the other? Even more confusing is that you have two units of this, so why aren't they each 4x of the same weapon (one unit of las, one unit of melta)?

The two small tac squads could also do with transports to get the most out of them, and the Chappy could do with an Auspex, but we'll leave that as we don't have much wiggle-room with points here.

I took two 5 man squads because they won't be as close to the frontline as the 10 man. The two smaller squads will be a little further away from the enemy, and using the grav guns for that ap2 goodness. 18" is pretty short compared to the bolters of the 10 man squad, but they'll be pushing as close as possible for melee. Maybe...

Tactical squads require transports to realize their value. Combi-weapons are usually good too.

Unfortunately there's no good way for Dark Angels to make a unit of multi-meltas work. Give those devastators something more useful like two grav cannons and a Rhino or drop pod. Or even another unit of lascannons or Missile Launchers.

Or replace the devastators with a more useful unit like more Scouts with bolters, more Ravenwing, a Culexus assassin in a Rhino, or even a Predator or Vindicator.
