I suppose it depends on the quantity that you want to make,

For real quality and scale at that size you're going to want to go with a Stereolithography (SLA) type printer

The Formlabs Form 1+ or Form 2 would probably be one of the better options for quality and price, but its still going to cost you around $3000

If what you're wanting to do is print a few one offs for casting, or just personal use it might be better to go with a service like Shapeways as it will be less expensive unless you really want quantity or large items.

Shapeways quality for High Definition Acrylate or Frosted Detail

Those are probably their two best materials for the scale you're talking about. In all honesty, the way the 3D printing industry is advancing, it won't be too long until the price range drops into widespread affordability

Yes, I am planning a Kickstarter and the minis will be 54mm, but usuable in 25mm to 54mm because of the nature of the miniatures. There's a niche market that no one has even done yet, and I realize the potential is big.
