I'm going to say Yes. Clearly Warmasters/Lord Solars can get power armour, even if they hadn't had access to it previously in their careers.
An industrial world, producing human (not Astartes) powered armour for elite armed forces (the marines, sisters and guard are just the principal armed forces of the Imperium) could, when raising a tithe of guardsmen, supply them with power armour- much as Armageddon supplies its Steel Legion with Chimeras and Attilla supplies its guard with horses.
A schola progenium near such a world might buy/requisition power armour not just for the sororitas novices but also the storm troopers.
The Planetary Governors elite guard might be power armoured if not using Terminator equivalent suits.
The only difficulties would be logistical. The Munitorum uses standard issue stuff where possible to keep resupply simple- it just doesn't have spare fibre bundles for Mark XIb human power armour lying around. It might tell a regiment to ditch the suits and put on standard issue flak unless the regiment has the expertise to maintain them. If there are sufficient tech adepts and enginseers to keep the suits running and if the homeworld is willing to keep shipping powercells and parts for the armour, there won't be an issue.

I like to imagine there's an endless repetition of overly brash Imperial Officers leaping out of their command Leviathans in recently acquired Power Armor with big grins, getting suddenly trolled by appearing inquisitors from behind nearby bushes or rocks with 'I requisition this fine n flashy suit of power armor in the name of the Inquisition'...
...possibly followed by 'yoink!'

I'm sure some noble born Lord General or somesuch could easily have a power armour. Full units equipped with them is out of the question though.
(I'd love if IG would have a power armour as a relic.)

it's a legit point  that said IIRC SoB power armor has an unlimited pwoer supply as well. it IS lighter then Space Marine power armor, but also has the advantage of not seeing a black carapeice. it's proably the best Power armor design out there for non-Astartes IMHO.

The closest tabletop I can think of is warrior acolytes from the gray knights 5th edition codex being abel to be upgraded to power armor. They maintain a guardsman statline but are inquisition so much liek the sisters of battle it is probably a rare honor to the most capable (and pure) guardsman to be promoted and receive said armor

I don't really think it's out of the question for said Lord General to eqquip his bodyguards/command squad with power armour as well. Don't really see why it'd be impossible for a spec-ops squad either. Like a breacher team or similar.

Back in 3d ed deamonhunter codex you could have an inquisitorial storm trooper (temptestus scion) with terminator armour and dual thunder hammers. Still guardsmen stats just way more hammery.

You're right! I was mis-remembering his 3++ as a 3+ save.
Still, if you look at his suit, its sealed. Its a space suit that looks like light power armour, although it may not be 'powered'.

The only references in current canon of regular issue of powered suits to grunt troopies, were those of the Imperial Army unit known as G9K Division Kill, during the Great Crusade. And they are mentioned as being "semi-powered".
Back in the Rogue Trader days, there were versions of Dreadnoughts that could be used by normal Humans. I don't where officialdom stands on that nowadays.
But as someone said earlier in the thread, it's a big galaxy. And there are worlds where money is no object. So, I could see an Imperial Guard unit equipped with some sort of powered armor. And it wouldn't really be out of place.

Power armour is issued to Sororitas, Inquisitors and extremely high ranking Imperial Officers through standard resupply channels. Sororitas all wear it, Inquisitors often have regular need of it (and want access to it as a fallback even if they don't like wearing it - Vail's comments about recycled farts springs to mind), and I would wager that if you can reach a high enough rank in the Imperial Army you can order a set, you'd have sufficient authority to ensure a supply chain of parts and maintenance was forthcoming. Certainly, enough of the most senior officers seem to wear it that I wouldn't regard it as overly unusual in the true upper echelons.
When it comes to an army of them though? Eh, I'm somewhat doubtful. It is conceivable that some System Governor could have close enough links/sufficient archaeotech to trade to ensure he could get the Mechanicus to tool out his personal bodyguard. It's also possible a Sisters unit could be wiped out by a traitorous element and the power army salvaged and repaired, and set to use again across a small company of the killers own forces. Although resupply and repair would be hard, you'd have to cannibalise a lot of damaged suits to make a smaller number of them for use, and finding someone capable of maintenance would be hard.
Tl;dr, I can see the bodyguard of a very influential or high ranking or well-connected (or all of the above) person being equipped, or a company's worth of salvaged armour. But no more. Not without some sort of newly found STC machine which prints Ignatus Pattern. It would certainly never be a case of standardised equipment.

maybe instead of full power armour like the marines but an exoskeloton with weapons like the tom cruise movie edge of tomorrow these had inherent limitation minimal armour and power supply but gave the troops more firepower

The AM don't tend to, seeing as it's a very rare resource, and usually requires a lot of training or surgery to equip, something the Departmento Munitorum don't do.
Sororitas, Techpriests and Inquisitors only do because they have the political backing to do so - guardsmen are so expendable they simply aren't worth it.
The Solar Auxilia (The branch of Imperial Army ... precursor to the modern IG) issued astronautic carapace armor to its troops, some versions appears to have servo systems similar to modern day experimental exoskeletal suits. the protection quality, however is nowhere near the real powerarmor
I think the movement-assisting hydraulics shown here was designed to help donner to ease the works in the zerograv environs of a space. rather than to support additional weighs of armor platings.
but I may be wrong on this.
