I already know the whole running a Formation with other units that aren't in any formation will actually negate the detachment/formation.
But what if you ran two armies? The girlfriend is wanting to run Dark Angels with Sisters of Battle. Would they be able to run formations or would they be unable to?

Formations work fine in an unbound army. Detachments work AS long AS all units are part of a detachment or formation.

There is no such rule regarding this.
When running Unbound, only non-Formation Detachments are affected by loosing Command Benefits, but Formations do not use Command Benefits (yet).
You can take all the Librarians from the Librarius Conclave and pass them out to units in the Demi-Company and nothing in either Formations are lost (unable to be used may happen, but this boils down more to specific model builds and Rules restrictions, and incredibly rare).

So if I did a Decurion Detachment, for example, and then had a non-decurion formation it wouldn't affect it? I use that as an example because I cannot recall the name of any AS and DA formations.

The Decurion (and equivalents, Gladius, Lions Blade, etc.) use Command Benefits to give their bonuses, which are lost if an army is Unbound. However, Formation Special Rules are kept in an Unbound army, including Formations that are part of a Decurion-like Detachment.
So if you took a Decurion, and then something outside of any detachment, you would lose "Ever-Living", but the Reclamation Legion would keep the MTC, Relentless and "Enhanced Reanimation Protocols" special rules. (for example)

Formations can be detachments on their own. So you could have a Decurion Detachment and a non-Necron formation all in a battle-forged army.
The only requirement for battle-forged is that every unit is in a Detachment. Formations can be taken as stand-alone detachments.

So long as all the units outside are still in some form of detachment ( CAD, AD, NSF, etc.), you still get the Command Benefits of the Decurion.
