Nemiel called out the Lion as disobeying the Emperor's implicit orders (Edict of Nikaea) and got his head lopped off.


In war-time, that would be the exact result of insubordination. You question your commanding officer constantly, you could end up getting shot. As this was a Primarch, who are pretty much a law unto their own, it should be expected.

His prosecution was directly from the Emperor...and if you've read Thousand Sons, you'll know that Magnus allowed Prospero to be destroyed.

The key is that the Lion's betrayal was so much smaller than that of the other primarchs - the Emperor had bigger fish to fry. If he, or Sanguinius or Guilliman, had known of the Lion's disobedience, things could have gotten interesting.

all the primarchs reinstated the Librarius. they all independantly decided that they needed them and that they'd suffer any concequences for their actions once the war was ended but first they had to win it

True, but neither needed to kill their own Space Marines to reinstate it.
