A space marine gets ATSKNF and chapter tactics.

CSM gets VotLW and +1 Ld but it costs points.

I think a simple boost to CSM would be to give them a choice of one chapter tactic...
What I am thinking of is...

Tank Hunter/Monster Hunter for 1 turn. (Iron Warriors0
Shrouded on turn 1. (Night Lords)

Given the choice you could support the fluff of a chapter with a no cost benifit,

I'd prefer getting back the Veteran Skills period. I would gladly pay for skills if it means I can customize every single model in my army. That also differentiate CSM from normal marines; Marines are indoctrinated into their preferred form of combat, but each Chaos Marine is a veteran of a thousand wars and have picked up a wide range of skills.

That being said, the C:SM is a good basis for re-hashing the CSM Codex and bringing them up to where the should be. Once that's done, then differentiating them from their loyalist brothers and giving them their unique flavour while maintaining balance becomes a lot easier.

I saw the 19 Cultists led by 1 CSM as their champion. I think they really should push that idea.

You can have the option to upgrade the cultist champ into a CSM champ with a free power weapon. In addition you can upgrade 2 cultists into 2 CSM and carry special weapons such as melta or plasma guns or flamers. What if it can be a small squad of 10 (3 csm and 7 cultists)? They can take the Icon of Chaos Glory to gain fearless.

What If you can do this with Cult Marines?

1 Thousand Sons Aspiring Sorcerer leading 9 cultists. The Aspiring sorcer can purchase melta bombs and plasma pistols or power weapons or force weapons or lightning claw or power fist. You can upgrade 2 cultists into 2 Thousand Sons Rubricae with inferno bolters. You csn purchase up to 25 cultists. Each cultists must take MoT. we give them a special rule that aslong as the Aspiring Sorc or any Thousand Son is alive, they are fearless. And as long as the leader is alive their 6++ becomes a 5++ (they really need a boost here). Cultists with ap3 autoguns would be too over powered. One Cultist can carry the Icon of Flame wich gives soul blaze. Squads numbering 10 or less can have a rhino as a dedicated transport.

1 Plague Champion and 9 cultists. The Plague Champ can purchase melta bombs, plasma pistols, or power weapons or power fist or lightning claw. You can upgrade the 2 cultists who would normally carry a weapon to be 2 Plague Marines to carry 2 plasma guns or melta guns. You can add up to 25 cultists. Each cultists must take Mark of Nurgle. As long as the Plague Champion or any Plague Marines stays alive they confer fearless to the cultists. One cultist can carry the Icon of Despair. Squads numbering 10 or less can have a rhino as a dedicated transport.

1 Noise Champion and 9 cultists. The Noise Champ can purchase melta bombs, plasma pistols, power weapons and fist or lightning claw. 2 Cultists can be upgraded into Noise Marines. The 2 Noise Marines can upgrade their bolters into blast masters (purposely wrote this to allow 2 blastmasters). You can purchase up to 25 more cultists. Each cultists must take the Mark of Slaanesh. Each cultists can upgrade their autoguns for sonic blasters. As long as the Noise Champion Or Noise Marines are alive each cultists benefits from fearless. One Cultist can carry the icon of excess. Squads numbering 10 or less can have a rhino as a dedicated transport.

1 Khorne Berseker Champion and 9 cultists. The Berseker Champ can purchase melta bombs, plasma pistols, power weapons or fist or Lightning claws. Up to 2 cultists can be upgraded into 2 Khorne Beserkers. The 2 Khorne Beserkers can upgrade their chainswords into chain axes and their bolt pistols into plasma pistols. Can purchase up to 25 more cultists. Each cultists must purchase MoK. One cultist can carry an Icon of wrath. As long as the Berseker Champion or Khorn Berserker is alive they confers fearless to the cultists. Squads numbering 10 or less can have a rhino as a dedicated transport.

Heck lets do this to Havocs.

1 Havoc Champion and 9 cultists. The Havoc Champ can purchase melta bombs, plasma pistols, power weapons or fist or Lightning claws. Up to 4 cultists can be upgraded into 4 Havoc Marines. The 4 Havoc Marines can carry flamers, melta guns, plasma guns, hb, ac, lc, ml. Can purchase up to 25 more cultists. One cultist can carry an Icon of chaos glory. Squads numbering 10 or less can have a rhino as a dedicated transport.

Can we do this to Terminators?

1 Terminator Champion and 9 cultists. The terminator Champ can purchase melta bombs, plasma pistols, power weapons or fist or Lightning claws. Up to 2 cultists can be upgraded into 2 Terminators. The 2 Terminators can carry combi flamers, combi melta guns, combi plasma guns, or heavy flamer or reaper autocannons (purposely wrote this to allow 2 reaper autocannons or heavy flamers). Can purchase up to 25 more cultists. One cultist can carry an Icon of chaos glory. Squads numbering 10 or less can have a land raider as a dedicated transport. These terminators lose the deepstrike ability.

I'd be all for CSM just costing the same as codex marines and having legion tactics, or warband tactics that descend from one of those legions.
