Not necessarily - the limited Marine lifespan thing is not consistent.

It's far more likely to just be some Space Marine rather than a Primarch.
Iirc it's thought to be Vulkan that he has in stasis, not Dorn.

Okay, so the part in question is
Necron 5th Edition Codex page 58 wrote: "The sunken chambers are crowded with artefacts of all forms: the fabled wraithbone choir of Altansar, the preserved head of Sebastian Thor, the ossified husk of an Enslaver and a giant of a man clad in baroque power armour, his face contorted in a permanent scream - to name but a few"
All we know is it's a large man in baroque power armour.

Apparently Trazyn has an entire Hive Fleet that got loose. If that isn't worse I don't know what is.

As an aside, I'm not really sure where the Failbaddon meme came from, considering even in the 2nd ed Codex where he was introduced there is a narrative that his crusades are building up to a final 'big push' crusade.
True enough, but the character wasn't really shown as anything other than an incompetent moron for most of the editions. The fact that they're now trying to desperately push him as some sort of Primarch-slaying, Gods-denying, misunderstood badass is... weak. Almost as weak, as the "Chaos did nothing wrong" weak.
What editions that was then? 2nd and 3rd nope. Don't recall 4th/5th fluff that much. 6th/7th nope.
Every single one? The thing about him making his Black Crusades to gradually weaken the Imperium, is rather obvious. However GW was writing this in a manner, that really showed him as an incompetent commander, who tried to do his best to reach Terra everytime, and failed. It's a case of bad writing really.

He might be. There are conflicting lore writings. Some say 1 fist was left after the assault, some people claim there were 2 fists recovered. Some imperial report he is dead, some say missing in action.. This is not unusual for GW/BL since the grey area is their favourite area to be in. Lets just hope that at the end of the beast arises more will be clear. I personally hope he is just missing in action. Idk how the imperium will have a chance with another primarch dead. The power balance is currently in favour of chaos. They have ffing daemon primarchs...

Or he has spent at least some time at the eye. What with time not flowing normally there and plenty of chaos marines who still live that fought in the heresy.

possible, though those chaos space marines are granted extra longevity due to being devoted to a chaos god whereas Cypher is either unaligned or the true loyalist while his (or their) old brethren the traitorous dark angels are the tainted ones (depending on your thoughts on the dark angels fluff wise it is murky). I doubt Cypher as a person would be very welcome in the eye due to no allegiances and really not giving into to the excesses. though I suppose he could also be an agent of the Alpha legion, seems like their cup of tea though this would be far fetched.

Many of the Chapters have myths foretelling the return of their primarchs. Often these myths have inspiration from 'real world' myths. Perhaps Big Dorn will come back Jurassic park style?
