Which takes precedence when using this, the Ork Codex or IA 8's update (from 6th edition I believe)
Specifically I am going to be fielding a lot of killa kanz and in IA8 they are still 35pts a model not 50.
Honestly that is the deal breaker for me, I really want to field my Ork Walkers, but I also want a semi-competitive list, and paying 50pts for a Killa Kan is NOT remotely competitive.

IG players have a similar issue with their tanks in IA1 vs current dex, use the appropriate publication for the list you are creating
I.e.
If you are using a Dredd Mob, then use IA8
if you are drawing your list from Codex: Orks, use the value listed in that unit

IA8 is no longer available. It is an outdated, out of print book from a previous edition (5th/6th) of Warhammer 40k.
Honestly, in anything other than a casual game between friends, I wouldn't expect to be able to use out of print materials from a prior edition. In a casual game between friends, just come to an agreement. If you're looking for a RaW answer, there won't be one because IA8 doesn't really exist in the context of either 7th Edition or the current Orks Codex.

Didn't GW mention something about this in their recent FAQ? On the other hand I have had tournaments that allow IA8 but I am still not sure what Points value they should have.

And it was made in 6th.
Kris is right, Dread mob is desperately out of date. However, I believe it is still technically usable, but definitely use the new rules points costs out of the 7th edition ork rulebook for units referenced in the dread mob.
So, you'd have to pay 50 points for killa kans, and use 'cowardly grots' special rule, but you could take them as a fast attach choice instead of a HS in a dread mob army.
Dread mob was (and is) my favorite army, and I'd love nothing more than to see an update. But not sure if it'll ever happen.

Yeah, that is honestly what I thought to, I was vainly hoping for someone to offer some obscure rule maybe I didn't know about that would justify me taking killa kanz.
At 50pts a model they are worthless. 6 KillaKanz = 300pts without any upgrades. They went from 35pts to 50pts a model. They went from S10 to S7, they went from fearless (vehicles are fearless) to being the only vehicle in the game with morale issues. (Cowardly grot). They do not have access to any good weapons besides Grotzookaz and rokkitz. They are as slow as regularly infantry...except that they are actually SLOWER then Ork Infantry, because at least ork boyz benefit from 'Ere We Go" So at least once a game they could move, run and assault.
So to sum them up, they got weaker as a model and went up in price about 45%

Yeah, I actually have a fully converted Dread Mob List with Killa Kans, Deff Dreads, a sweet Candy Apple Red Mek's Junka and others. Shame it's almost totally useless now.
The new Dread Mob formation that the Orks have available is a joke in comparison.
