1. Ghost Arks are underwhelming. I used to run one, but, being open-topped, they explode way too easily and losing your Ark turn one to Melta has a huge effect on the game. GW's FAQ that when a transport jinks embarked troops snap-fire is the nail in the coffin for me. I'd be curious to see the list without the Arks. As it stands, drop the Arks for more boots on the ground. You'll get more mileage out of more Warriors or some of the more exotic infantry like Lychguard and Praetorians.
2. I don't love Particle Beamers on Tomb Blades because you can't jink and fire. It's a play preference choice though.
3. Monoliths are so iconic, but so bad. They seem cool on paper, but under-perform on the table. On top of that, your list doesn't even take advantage of the Monolith's biggest asset, the Eternity Gate. Your Immortals and Warriors are mounted already and Wraiths, Scarab and Spyders can't use it. Drop the Monolith altogether or take units that pair well with it like Praetorians and Lychguard and even Deathmarks in the right circumstance.
4. The Fabricator Claw is meh. I would keep the Spyder cheap and cheerful.

I would honestly drop all the upgrades in the reclamation legion. I have seen and played the decurion a lot and all of them had their power come form the auxiliaries. i would drop everything and either go for the wraithstar or the lychstar. if you dont like that route then go for either destroyer cult x2 or canoptek harvest x2 or a mix of both. if you want to field lots of warriors then go for the start collecting necron formation, its really good. go for maxed out warriors and scarabs and recycle them

Can I field the start collecting Necrons formation in the Decurion?

so either ditch the monolith and keep the transports or ditch the transports and monolith and get a lychstar and judicator battalion. If I'm keeping the transports I probably will have the spider able to repair vehicles.

Unfortunately, no. That formation is not recognized as an Auxiliary for the purposes of building a Decurion. Additionally, whenever you field a formation, it must stand on its own with its own rules. Meaning you can't use the Overlord in the start collecting formation to also count as your Overlord for the Decurion

Thanks for telling me that. I think I'll footslog 2 groups of 15 warriors next to a triarch stalker, slowly advancing for a menacing shooting attack with maybe my immortal blob for support and either my immortals or my Lychguard with the Overlord in a night scythe. I would park my Spyder right behind the stalker to repair it. My scarabs and barebones praetorians will support the flanks. Sound ok?

My plan is to have the stalker in the centre, surrounded by my troops choices for the +1 BS and behind them will be Orikan and the Lychguard. It forms a slowly advancing gunline to force enemies off objectives. On the flanks I will have one side of the Canoptek harvest for the wraiths with RP and on the other side I will have the praetorians. When Orikan goes Kung Fu master he and the Lychguard will form a deathstar unit,

Orikan cannot be used in a Reclamation Legion and can only be used in a Decurion as part of a Royal Court.
What you can do, and this might border or being labeled as TFG (depending on your group), is take a Necron Allied Detachment alongside the Decurion. Minimum requirement of HQ and Troop. You can then choose Orikan as your HQ and add in 5 Immortals, which would be ObSec. You'd obviously have to move points around to make that happen.

You've got the right idea with the revised list. It's not very original, but gives you a nice range of units from which to explore the Necron Codex while staying pretty competitive in an all comers environment.
As Nightfish said, Orikan can't be your Reclamation Legion Warlord. If you want to go super friends, take Zandrekh as your Warlord and a Royal Court with an Overlord with Warscythe, Obyron as the Lord and Orikan as the Cryptek. It's a nasty unit that can kill most everything, including Knights, while being very hard to hurt.

I don't want people to rage against me so I'll bring back the overlord, drop the Lychguard and get a full unit of wraiths to hopefully be able to get a bargelord. Are bargelords worth it?

You're welcome! I'm sorry I missed your Overlord comment. Command Barges were nerfed a lot and are pretty bad for their points nowadays. All it takes is one Power Fist or Melta Bomb to very quickly ruin your day. If you want to run one though, the best load-out is probably Warscythe, Phase Shifter and Phylactery with Gauss on the Barge because you'll be jinking and/or moving 12" all the time, which means snap-shooting. Keep it away from dedicated assault units and go for the easy kills, ideally with the support of another assault unit like Wraiths, Praetorians or Lychguard. CCBs are very good at annihilating tank lines.
