Real quick, I'm wondering if the Start Collecting sets contain all the usual sprues and options for the included units. Specifically, I'm considering picking up the Start Collecting Tau box to start forming a Kill Team, and I would like to know if all the various weapon options are included for the Crisis Suits, etc.

The kits are the complete kits. They are unchanged from their regular release versions.

Second Question: Does anyone know how to get a copy of the Formation rules without buying a set you already have all the models for?

I mean, official printed rules.

Ask people who buy the set if they're willing to give/sell them to you is all I can think of.

Which one are you after?

Looks like a lot of the formation sheets have been uploaded as images around the web. A quick Google search turned up a bunch of them, so you should be able to find the ones you need.
