Just a quick question-- Can vampire lords or powerful necromancers reanimate dead slann? If so, would the Slann still have it's abilities as it did in life? Or would it essentially be mind-wiped like a zombie?
Additional questions-- Can a vampire give a Slann a blood kiss to make the toad a vampire and enthrall it? Slann live forever anyway, but I'm more thinking about the effect it would have on potentially bending the Slann to the vampires will.
I'm asking because I'd like to do an Undead army built around Luthor Harkon. He was sort of disappeared during the End Times, so I thought it would be a cool hook if the task he was given by Nagash was to find and reanimate a 1st generation Slann after the toads bugged out during the End Times. Cool or Nah?

All the Seraphon are beings of energy now. There is even a snippet in the Seraphon battletome where a vampire tries to drink blood from saurus and ends up gagging on a mouthful of celestial energy before getting her head bitten off. There has also been an instance in the story where a Slann died and it simply vanished, there wasn't anything left to raise. So to answer your question plainly; no, definitely not.

That is immaterial though-- as my post clearly says I'm asking about Luthor Harkon trying to reincarnate a 1st generation slann in the world that was, shortly before it was bubbled. So this would be before even the regular lizzes were turned into memories and starlight, not that it matters. And we know that Slann, at least in the world that was, leave physical remains. Aside from the obvious example (we have a freaking model of the physical remains of a deceased slann) part of the lore was that Slann were mummified and entombed in the temple cities.

Lord Kroak was faux-undead before AoS, he got transferred over from that. Again, in the AoS fluff a Slann has died and it simply vanished. But that's moot because you are talking about pre- AoS anyway (sorry, my mistake).
If he wanted to raise a Slann in the Old World then he would have had to do it before the End Times, since Lustria (where the dead Slann are entombed) gets literally destroyed during those events, which is why the Slann leave. I doubt there would be any way for a vampire to bend a Slann to his will; if it were possible Nagash would have already done it, and Slann are much more powerful than even a Mortarch. But he could theoretically have made off with a skeleton pre-End Times and forced the Slann's spirit out by some means, replacing it with something he could control.

Right-- I'm thinking about him going into Lustria during the fighting with the Skaven, trying to sneak out some Slann corpses. He's local to the area, and known to try and pilfer lizzie relics, so I think it's possible.
The problem, as you mention is the will of the dead. Are you binding their soul back in the resurrection process? Because my impression was that undead were soulless, the soul was destroyed somehow in the process. I'm not surprised that Nagash avoided it, even if it were possible. Slann are so unstable and unpredictable that he could have been sucked into a transdimensional slide if he tried. Still, Harkon's literally insane, so I don't think he would be phased.
It might be easier to bend the dead 1st generation Slann to his will after the fall of Lustria. Then the spirit returning to the newly reanimated body would sense all the other Slann were dead or missing, and Chaos was everywhere. I think under those conditions it might be somewhat tractable, although their minds are so complex it is hard to say.

It doesn't have to be 1st generation either. In WHFB whenever a Slann dies in battle it gets entombed. Plenty of 4th or 5th gen Slann to pick from I'd imagine.

Sure, but aren't 1st gen the most powerful? Harkon was stunted in his magical ability, so I think he would try to recruit/resurrect/enslave the most powerful magical variety he could to counter that. I wish there was more background on the 1st generation Slann. They are to me the most interesting, and most mysterious characters in the setting (although they are all dead)

They were just the first Slann the Old Ones threw down, and thus the most powerful. Their only unique factor was there weren't any left alive, which wasn't because of anything specific afaik. I seriously doubt any vampire could contend with a 1st gen Slann, even a dead one. But why does it need to be a Slann specifically? What's the angle you're going for with the army?

Yes, in terms of magical might there has never been a vampire strong enough to dominate a first Gen slann. Or probably any slann, although Manfred might have a chance against a 5th gem, since in general the toads seem to lack a certain amount if awareness about things local to them in time and place.
I like the slann idea because Slann and Vampires are natural allies. They both hate chaos, and they are both immortal, and they bother hAve a similar vision for an orderly universe. Harkon, with an enthralled or allied or soul bound Slann would be a devestating force against Chaos in the End Times and possibly beyond. And if you're the vampires and you have a spare insane montarch running around Lustria, why not have him capture as many slann mummies as he can? Say he recovered 6 slann and brought them to Nagash. Reanimated, that is an unbelievable amount of magical power to wield. Even the Everchosen could be blinked out of all actual and possible realities with that kind of power. It's a logical target for the vamps.
Personally, I like the idea that the plan doesn't work, and Harkon only recovers a single Slann and reanimates him and infects it with vampirism. So my montarch model (Manfred rules) could be Harkon and a REANIMATED ZOMBIE MUMMY VAMPIRE FIRST GENERATION SLANN ON PALAQUIN fighting side by side on a jungle diorama base. #winning
So he recovers the one slann and they bubble into the realms, an army of zombie pirates and undead dinosaurs, lead by a insane sea captain and a 10 million year old magical frog with an unquenchable thirst for blood. That's my army.
