Ultramarines 2000 points
Combined Arms Detachment
HQ -
Captain with artificer armour, power fist, Shield Eternal - 185
ML2 Librarian in Terminator Armour with storm shield and force axe - 125
Troops -
Tactical Squad with ML/flamer and Rhino - 195
Tactical Squad with ML/flamer and Rhino - 195
Tactical Squad with MM/MG/combi-melta and Drop Pod with Locator Beacon - 215
Elites -
Honour Guard with 5 men, Chapter Banner, 5x Relic Blades and Drop Pod - 245
Sternguard Veterans - 110
Fast Attack -
Assault Squad with jump packs, 2x flamers and power sword and melta bombs - 200
Drop Pod with Locator Beacon - 45
Stormtalon Gunship with skyhammer missiles - 115
Heavy Support -
Centurion Devastator Squad with grav-cannons and omniscope - 250
Vindicator - 120
The Vindicator is bubblewrapped by the two Rhinos as it advances on objectives - Tactical Squads will probably be combat squadded.
The Devastator Centurions will be in the Drop Pod, and come in first with the melta Tacs. The Librarian, Captain and Honour Guard come in, hopefully with some defensive Biomancy powers. Stormtalon takes out targets of opportunity.
So, thoughts? It's not meant to be ultra-competitive, just vaguely TAC, based around a Demi-Company.

Why the locator beacons? IMHO pods are accurate enough without them. The assault marines should probably just advance behind the tanks. Drop them and save the points.
Is someone riding with the Cents? The captain could tank for them, or the librarian could try to get some defensive buffs. Of course, the Lib would need to ditch his TDA to fit.
I might drop a pair of relic blades from the HG for some axes. AP2 is nice to have.
Is that just a naked 5 man stick of sternguard on foot? I honestly don’t see them doing much. Boost their numbers, give them a transport, something. Or drop them and use to points to add more HG, upgrade the captain to a CM, add combis to sarges.

The Locator is pretty much for the HG Drop Pod, to ensure it gets in the right place, but I can drop them.

The Centurions have no attached character, and I never really took to using the Captain to tank, and my Libby is modeller in TDA. If I had a PA version, I'd do that.

That's exactly how they're modelled, so I'll drop the pair.

The Sternguard are pretty much there to cap objectives, and make up the last 110 points.

If the sternguard’s job is filling points and caping objectives, you might want to replace them with an ObSec unit. 110 should be a LSS full of scouts with a few toys.
Ditching the vets would also mean you didn’t have any pure footslogging units. Everyone would be embarked, with the exception of the assault marines (who have the speed to keep up with the tanks). It’s a fluffy, theme thing. You’d have a fast moving armored group, who called in some drop pod support once they made contact with the enemy.

Well, by dropping the vets, two relic blades and locator beacons, I get 150 points to spend - anything begging to be bought?

Warning From Magnus? Not Listening!

A second storm talon
Edit: if you can find the points take a LS too, and run the three of them in a Raptor Wing

If you shave 150 points off that list, you get a solid, well rounded 1,850 one.
What to add depends a lot on what you are in the mood for. You got your bases covered already. Might be time to knock the dust off some fun unit you enjoy, but don’t get on the table very often.
My first thought was a pair of TML/HB speeders, but I realized your FA slots were full.
Drop pod dread? Predator tank? The pred fits the theme of the list and adds some long range fire, which you are a little light on.
Seing that you are running a CAD, you could use a unit that doesn’t fit well into formations normally, like the LotD.

Well, I can either take a barebones Sternguard Squad with a Rhino of their own, plus a melta bomb, or I could try and get in my las-Predator. Aside from that, most of my other options would be too expensive points wise (the next cheapest either being a Whirlwind, or a squad of Terminators).
Still Rhino Sternguard can now happen - I'm looking into that.
