Do we have a sense for what trumps what in terms of Kroak's one spell specifically saying it can be cast up to four times at increasing difficulty, or the Matched Play rule of only casting one of a given spell per turn?

That's an excellant question. Assuming you mean "Celestial Deliverence" spell, it's 3 times not 4 though.
Going by 40k as an example, I'd say Kroak trumps the rule since he specifically says he can cast the spell multiple times.
That's my interpretation anyhow.

See... I would tend to concur (thanks for the correction) as USUALLY special rules trump game-rules. However, Ripperdactyls are outright cited as the example of why not generating more attacks on "additional" attacks, works under the "Rules of 1".
Lord Kroak is really potent as is... but I feel like he almost has to be intended to use that specific spell multiple times, as otherwise his 520pt cost seems particularly high.

Oh you're right. Rippers do say that hits keeping adding infinitely. I hadn't noticed that, just assumed people were interpreting the attacks to be infinite.
See, this is why we can't have nice things(and small rulebooks).

Making the logical assumption of specific trumps general (and thus warscroll>rulebook in case of a conflict), Lord Kroak can indeed cast the spell multiple times. As a sidenote, this also works for certain Tzeentch battalions that allow arcane bolt spam. Where do Ripperdactyls fit into this? While their abilitiy does indeed state that the attacks continue to generate, this is merely a different name for a general rule that we see across many warscrolls. There's at least a dozen models that generate extra attacks and a handful of battalions which grant that benefit; it is essentially a universal special rule that lacks a name because AoS doesn't explicitly have USRs. Ripperdactyls (and the like) are also a different case because their rule isn't being negated entirely, rather its being modified. They do still generate extra attacks as per the rule, but the GHB makes the 'chain' stop there. With lord Kroak, the entire ability would be rendered meaningless.
