The Raven Guard Pinion Demi-Company allows you to take certain special charachters instead of the 'standard' Captain.

If I take Captain Sicarius, what happens to his 'Ultramarine' specific rules, since he's now included in a formation with Raven Guard Chapter Tactics?

Does it specifically allow Sicarius?

Either way, read up on your Chapter Tactics section of your codex, does it allow you to change the Chapter Tactics of a model that comes set with it?

Yes, he is allowed.

Since all models need to have Raven Guard CT's, I guess he's gonna lose his CT Ultramarine, unless you can have two CT's active?

His Rites of War seems useless then also, since there are no Ultramarines to give LD 10 to...

The Pinion battle demi company does not require Raven Guard chapter tactics to be used. The space marine formations (Not their decurions) can be used by any chapter and thus takes on their chapter tactics.

As above. The Talon Strike Force is restricted to the Raven Guard Chapter Tactics. The formations such as the Pinion Battle Demi-company is not.

Agreed, but if you take the Pinion as part of the Talon (which most people do), you're obliged to take CT Raven Guard for the Pinion right?

In which case it doesn't make much sense to substitute Sicarius

If taking a Talon Strike force you cannot take a unit with a Chapter tactic other than Raven Guard, so Sicarius would not be allowed

Or any other of the 'named' substitutes for that matter, because they all have different CT's...

I don't have Angels of Death, got my Raven Guard info from the Kauyon book.

Page 156 of Kauyon says the exact same thing.
