Last campaign I was in with Carnival they were Marauders with a lot of green stuff added in.

I made a few for a friend, the frost grave cultists work wonders, only £16 at my local store and 20 of them is plenty, as previously said, some green stuff is good. For the carnival master I made a jester hat. The brutes I used some arms from my bitz box to bulk them out. The frost grave guys also have loads of weapons to fully customise your warband, hope this helps

Chaos cultists, Nurgle figures, and a little wagon- all painted like clowns/ Jesters/ circus figures... It's a front, BTW... They are a chaos Nurgle warband... so you could end up with some Snotlings, dressed as nuns, Plagueberer, dressed as a clown, and a couple of human mutants, dressed in jumpsuits, juggling body parts/ human heads.
For the ringmaster, I would use the Nurgle priest/ generic sorcerer/ scorceress, fat and bloated with a fly swarm/ giant fly head/ or giant fly pet/ mount.
