Guilliman and either Dorn or Sanguinius.
Guilliman is obvious. Dorn is solid, but I think Sanguinius might be the better counterpoint to Guilliman. Sanguinius is more inspirational.

Gulliman.
The IoM has LOTS of generals, many who are all quite skilled. but what the IoM NEEDS right now is a STATESMAN. someone who can take the rotting insistutions of the IoM and revitalize them. the other primarchs will win battles, Gulliman is essential because he's the only primarch who will be able to ensure the IoM can also win the peace.

Sanguinius for being an all round badass in combat, great leader and destroyer of many things (excluding Horus).
Guiliman just for being a great leader. I think solid leadership is something the Imperium would need.

Not for positive reasons - both have a very proud view of justice and both are stupidly competitive, whatever they do gets done 110%.
BUT
Everything Russ gets involved with goes to hell so the universe will remain at war one way or the other.

Dorn because Roboute  up the Imperium enough, and it's time people give some recognition to the boys in yellow (not to mention the smurfs just continue to legion build). Oh, not to mention Horus said that Dorn was the best primarch along with himself.....

I also think they should bring back Rogal Dorn.
Unlike the other space panzies, the fists and their primarch actually get stuff done.
When rowboat girlyman was off somewhere writing his memoirs, Dorn was out smiting heretics and getting revenge for his half-dead daddy.
I also wish to point out that the Xenos and heretics might even stop making progress against imperial worlds. Rogal Dorn knows how to build defenses.
