Sorry to keep banging on about this but looking closely at the codex and trying to put a playable 1000pt army together I noticed something else. I run a Blood Angels Army with at least 1x Furioso sometimes more and it eats horde Armies every time. Deathwatch marines can have frag cannons but dreads can't, why! Fluffwise makes no sense, model wise a frag cannon exists in the BA dread kit so why not include it! I know it could make frag spam even worse but can't think of a reason why not to include it!
Also the point of no jump pack for libby or chap is still barking, it's a simple arm swap for the pad and the jump pack is a simple swap. I think you are right in that if GW don't make the specific model they won't include it in the rules. As rubbish as that is they keep bringing out seriously good quality models and I/we keep buying them. I think I'll do exactly what most other players do and make the model anyway. I'll then have a completely bespoke model that I'll show off a few times then it'll sit in a box. But as long as we're still having fun and enjoy our hobby who cares!

The whole codex disappointed me. Not just for what is mentioned above, or the additional missing things like captains in power armor not getting relic blades, or no bolt pistols for any Veterans, Or the fact that unless you take the Detachment, all your Kill Teams count as mini formations, and many tournaments put a limit on how many you can take.
What really gets me is.....the army is not really anti-xenos. No anti eldar psyker protection. No anti horde weaponry ( whirlwinds for example) other than heavy bolters and heavy flamers for use against Nids and Orks. No anti-jink rules for use against tau and eldar transports.
It's just a marine army with the ability to make diverse units, and a limited benefit. I don't know if being able to reroll 1's against certain unit types is better than being able to reroll 1's with bolter weapons against all unit types ( Imperial Fist Sternguard).
A tease that could have been a cool option: Using xenos wargear against the Xenos. They have the xenophase sword, why not other items? Banshee masks for example, or firepikes, or jetbikes......
No one else mentioned the lack of Scouts, or Kill-Marines, or many other unit elements that should have been in the book. Overall I have been very disappointed with it.

Deathwatch Scouts seems like it doesnt exist tbh. Arent all DW members veterans and Scouts are almost always recruits ?

I thought there were references here and there to DW scouts, but in the wake of the new book they seem to be eliminated. Maybe in the RPG?

Anyways, regrettably at the moment, Deathwatch Scouts are only in the RPG(It's a way of outfitting a Kill Marine or Tactical Marine IIRC).

Seems unlikely they'd go to the Deathwatch though.
