If you want a joke army. Try going for 100+ lone servitors with a Space wulves list. Just the mind lock effects alone make it a strange list to behold.

I've had a hankering to see a Ork Kowboyz list ...

Ork "herders" and their Tyranid herds. Bikers guiding swarms of termagants/hormagaunts/rippers into enemies. Killa kans trying to hide behind a Carnifex (in place of a Deff Dread). A lone Stormboyz flying alongside Gargoyles. A Big Mek trying to shove spore mines through a Shokk attack gun (using a Shokk attack gun in place of a biovore). A trukk hussling gaunts across the field (instead of carrying boyz). An ork Commando with his genestealer "pets".

I know you can't replicate most of that with the rules (but maybe with some proxying), but mixing the two on the battlefield - and talking like an Aussie "'bout yer big Bertha over there" (points to a snorting Tervigon moments before it consumes the Runtzherder prodding it) ought to be a hoot.

Get as many small units of windrider jetbikes as you can (without scatter lasers of course) and have them nicely lined up in a box formation.

Theeen lowly move them up the field moving from left to right and boom: 40k version of space invaders!

have a farseer on bike or a vyper act as the mothership and play retro arcade style music whenever you take a turn.

I had an idea of a list comprised of nothing but harlequin hero's path formations. But you said two detachments max, so there goes that idea.

All Grot army for the "Orks".
-HQ can be a Weirdboy or Big Mek that is modeled as 2 grots (one standing on the shoulders of the other).
-Troops are Gretchen of course (have a boss grot or kommisar type grot for the runtard)
-Elites can be Grot Tanks
-Heavy Support can be Mek Guns and/or Killa Kans
-Fast Attack can be the Grot Mega Tank.

Also not legally normally either, as each Hero's Path requires a Solitaire, which is Unique and so can't be duplicated across detachments. I've tried out a game with a "rejects of the Imperium" (I have a friend with Ogryns, Ratlings, and Rough Riders, huzzah!), but that didn't feel like there was any joke to it, probably because I also played with one of each Assassin.
