He's just as tall as a Retributor, which not including the base is 4cm, or about 1 and a half inches. That is from foot to head.

I'll have to measure when I get home, but WarbossDakka seems to be pretty on the spot.

The left shoulderpad is a dead giveaway. For Stormcast Eternals, all models in the same type of armor are generally the same height (ignoring the ribbon part of the flying models).

I tend to think of it this way...

Judicators/Liberators are SigMarines in Power Armor
Prosecutors are SigMarines in Power Armor w/Jump Packs
Retributors are SigMarines in Terminator Armor

The left shoulder pad of SigMarine Terminator Armor has a sort of clasp that extends to the chest. The Lord-Celestant on foot above is wearing this type of armor, so is basically the same size as a Retributor. If you were looking to do a conversion, using a Retributor as a base would be appropriate.

I'd actually love to see a SigMarine in Scout Armor equivalent. I have a Stormcast Eternals army and there isn't much variety in the models. Having a lightly armored, higher speed, single wound unit with the same general look and feel would be awesome...

Now I'm wondering if I can convert Space Marine scouts to have dual combat blades and count them as some other Order unit with appropriate stats... hmmm...

you could get something similar by running them next to empire models? Works in the fluff and the tabletop really well.
