Hello all I'm a long time fan of 40k fluff and the Video Games, The thing is I'd like to get into the tabletop game and the race I've chosen is Eldar so now to the real question

I want to model a female Farseer on a jet bike with hair flowing behind her. To complicate matters the Craft world I've chosen is Altansar I like there colors and fluff, but it says they never take off there helmet most likely because of some scarring from the warp. I was thinking darkened skin and white to contrast with the darker color scheme of altansar.

My problem is I'd like to do this as easy as possible so I can't use alot of green stuff to make the hair so are there any models GW or otherwise that fit what I need and what would the face be like?

I'm far from an expert on eldar, so take this with a grain of salt...but, would the head/hair from a dark eldar succubus work? ...or one of the hair pieces from the dark elves "witch aelves" ?

...it's good to be green!

I've done female jetbike riders using the Witch Elf head and hair recently.

I built mine on an entirely new body but it should be possible without too much major work to just go with a head and hair swap onto the original eldar rider.
Remember to pose the head on the body before attaching the hair though, as that's where you'll likely need to do some fitting work

Another thing you could try is the sisters of the thorn/wild riders heads off ebay. The hair is long and flowing in a backwards direction that would work well on a jetbike.

If you do not like the hilariously huge head crests (I don't blame you, I think they are silly as well), it would be very easy to clip the bits off and make a smoother/smaller helmet.

If you are looking for hair and helmet though, I have not seen anything that would be able to pull that off, although the sisters of the thorn/wild riders heads would be relatively simply to make a front grill for their helmets - then you can only see eyes for the most part.

There are also howling banshees that could be used as part of the conversion. Kinda distinctive though.

I looked into the Sisters of Thorns and I really like the hair. I also noticed that it's a separate piece from the face and crest, so since that's the case what about taking back of the Farseer's ghost helm off and attaching the hair

You could do that. It would involve cutting up the farseer head, which is one peice on sprue. I imagine taking the vein off the back of the helmet would be rather easy, but idk how much modification it would take to get the hair and helm to fit together properly after that.
