738 points for 9 warriors with all upgrades, and the fairly nonsensical loadout of 2 pairs of boneswords + lashwhips. But that's the best 'nids can do.

That's a veteran squad. A kill team is a formation consisting of unlimited choices that form a single unit.

Wrong and wrong. The Kill Team explicitly allows only ten models. The Kill Team Special Rule spells this out clearly.

What infinite size Killteam? Every formation has a limit, be it 10 man max or 4 Killteams for the Company.

Absolutely right - ignore me on the infinite kill team nonsense.

Out of my romp through 30k looking for hilariously expensive units I'd say Medusan Immortals and Phalanx Warders would be the most effective.

And ten GK Terminators is hilariously inefficient. Pumping 150+ extra points into things that don't give you more Mastery levels may be the definition of a 'useless upgrade'.

Balanced Game: Noun. A game in which all options and choices are worth using.

What DW formation can be infinite?

I'm looking in the codex, but I can't see any formations that can be infinite.

Edit: Is the green tide a Troop choice or a formation? If it's a Troop choice it wins with transports. I seriously doubt any other foc choice hits 4k+ in the entire game.

Renegades and Heretics.

A: Renegade Ogryn Brutes (Troop choice with shock legion taskmaster) - 10 brutes with upgrades and 6 hounds is 855pt.

B: Renegade Infantry Platoon (Master of the Horde HQ) - 2275pt. That is 5 squads in the platoon, maxed out on upgrades they can take.

For a troop unit that is stupid expensive without crazy upgrades, My vote is the ogryn brutes. Their upgrades are a power drill, pack master, armor, and the hounds. All of which are useful upgrades. Base, they are 60pt a head, which is utterly insane. They also suck, big time, that power drill, so you could argue that the unit itself is a useless upgrade...

I came up with a total of 792 for some really maxed out Possessed for Chaos Marines. A 20 man squad with mark of nurgle and icon of vengeance, and for some reason a rhino with all the chaos upgrades.

If you count the Green Tide, 300 Shoota Boyz in one unit before other upgrades is 2100 points. With 'eavy armour, they clock in at 3300. With upgraded guns, they get up to 3450. Add the Boss Nobs in and you get up to 3550, then Bosspoles for 3600, then Kombi-Skorchas for 3700 and finally Power Klaws for 3950. Oh, and let's not forget the Trukks! 10 Trukks adds on for 4250, then each of those can add a whopping 60 points of upgrades per model, adding up to a grand total of...4850 points!

Inside of a CRASSUS ARMOURED ASSAULT TRANSPORT

Not sure if it's been said yet, but I remember in the 5th edition Grey Knights codex Kaldor Draigo made paladins troops. A fully kitted out unit of them with a transport could definitely push a grand, don't have the book on me rn for specifics

Maxed out DEldar warriors, with all upgrades and a fully upgraded Raider is 414.
Not that big :(

A fully kitted out Archon with fully kitted out court of the archon (with fully kitted out DT"s) reaches 725 points, and that's the highest I can think of for DEldar

Not near the most efficient choice though, and still loses out to the Greentide.

Green Tide is a Formation, not a troops choice. And no, it's not efficient, which I don't think was a criterion for answering the question.
