Yeah no toys.
I would say around 20mm?
It doesn't really matter the era it's for a sort of Mad Max style thing anyways.

Diecasts are probably your best option, as dedicated plastic kits are a hell of a lot more expensive. 20mm ones are common enough, probably the best option's to go to pound shops or flea markets and pick them up for pennies.

Here's a thread with diecasts turned into Mad Max style cars, though there's dozens over on that forum on the same subject.

Aberrant Games offers resin/metal kits for cars and they have a Post-Apocalyptic/Mad Max aesthetic. Some of the sail vehicles and motorcycles/quads are pretty cool!

These both started out as Hot Wheels. I added some metal parts from Aberrant Games (another great feature of their site, a bits section in their shop that has lots of cool weapons and equipment) and a little paint and boom!

The new Sick Man of Europe

Tamiya does a number of injection moulded WW2 cars in 1/48 that would close enough for 28mm, if you want automobiles for a setting that their oldish aesthetic could fit into.

HO Cars on amazon /ebay you can get 50 bag of prepainted cars for cheap ($10+). I bought these about a year ago. Only photo I have is from my blog - repainted/used for terrain:

If you really don't want to use toy cars then Word Forge Games make quite a range of 20mm (designed to be a size match for hot wheels stuff) resin cars/buggies/bikes/trikes for their Devil's Run post-apoc game. Also a War Rig which is rather large.

The below is just some of their stuff (I haven't built any of the Skinner's faction vehicles yet which are mostly made of rust, spikes and bits of people they have just eaten).

For myself, I've done a good number of 28mm post-apoc car conversions and even though they are technically too large, I've had great luck using mostly 1/43 and 1/48 scale vehicles.
