I have to assume so, if only because the present Ork codex seems to have been conceived under a brief window of grossly under-powered codexes. It was a time when you had to assume they found the person in the studio who had lost to Orks, Blood Angels, Dark Eldar, and Grey Knights the most, and was the most bitter about it, and had them write their books.
Assuming the current design philosophy continues, the grinder will be good, but not amazing. Which is to say, waaay better than the current Deff Rolla rules.

It will be AV 14/12/10, with the equivalent of Stomp, but on every model it passes over in its movement phase.
It will also always have a 2+ cover save, Ignores Cover and Move Through Cover because of the mulched terrain/ terrain mulcher in front of it.
And a transport capacity of 30.

I think it'd be closer to csm version of deffrolla. d3 or d6 s6 or around so hits. Overpriced and thus never used cause ramming is so rare in 7 edition.

I'm not sure what the rules on a Deffrolla are but the rules for the rockgrinder so I've heard are:
●auto pass dangerous terrain test
●Rams add an extra D6 to S of the ram, if it causes a pen hit add 1 to the result of damage table
●When performing a tank shock, each enemy the vehicle travels over must take a initiative test before taking a morale check. If the init test is passed, the unit avoids the grinder, but failing they suffer D3 S10 Ap2 hit. If the enemy unit makes a death or glory attack on on the rockgrinder and fails to stop it, the unit suffers an additional D3 S10 AP2 hit.
So I'm going to say.. yes

For orks it's re-roll diffterrain and d3 s10 ap4 hits IF the enemy chooses to death or glory for 10 points. It used to be d6 s10 ap4 hits on any ram or tank shock for 20 points - allready mediocre in 6 and 7 edition and now it's just pointless. No reason not to take a regular ram for 5 pts that allows to re-roll difterrain.

+D6 strength on ram (as it is AV12 on the front, that makes its strength 6+D6 vs the Battlewagon's I believe S9?)
Add +1 to vehicle damage table rolls on ram attacks
When you tank shock an enemy unit, they must take an init test. If they fail, they take D3 S10AP2 hits. If they death or glory, they take another D3 S10AP2 hits.

It isn't an upgrade, and the points cost for the vehicle it's on hasn't been leaked yet to my knowledge.
However the Goliath Transport is 50pts, is 11/10/10 w/ 3 hp and is an Open-topped Transport (can transport 10 models) . It's armed with a Heavy Stubber and TL Autocannon base.
Goliath Rockcrusher is 11/10/10 w/ 3hp and is a Transport (can transport 6. Not OT or Assault Vehicle). It is armed with a Heavy Stubber, Drilldozer and Heavy Mining Laser (a Lascannon in all but name).
When we do get the points leaked... remember that the HML is probably +10pts over the TL Autocannon value-wise (using typical GW pricing) and that the vehicle is trading its usefulness as a Transport (as all units that can fit in it from the codex want to be locked in assault and only have pistols).

75pts is not terrible, but not that great. Granted the other stuff is under priced.
Ork Trukk has 1 Big Shoota (S5 AP5, assault 3 BS2) with AVV10/10/10 OT, 12 transport capacity and costs 30pts.
If the leak is correct then the Nids will get a
Goliath Transport: 1 Heavy Stubber (S4 AP6 Heavy 3) a TL Auto Cannon (S7 AP4 Heavy 2) both at BS3 I believe, with AV11/10/10, OT 10 transport capacity and costs 50pts.
So for 20pts your getting a slightly smaller transport capacity, a Heavy stubber which is slightly weaker then a Big Shoota, More armor, a TL Auto Cannon and god knows what else in upgrades.
I would say that its worth 50pts. I would spam the hell out of those things. In a 1,500pt game I would bring as many of those as physically possible and just swamp the board with cheap hybrids and Autocannon shots. Yeah, heavy armor would be a problem but meh.
