So I finally got the new KT rules and have a week to make a list to play. The problem is, I can't get a list with the numbers I want and the durability.
I'd like to have at least 10 models and nothing with worse than a 4+ save (so no Guardians) The units I have available for KT are:

Dire Avengers
Swooping Hawks
Windriders
Shining Spears
Striking Scorpions
Vypers

I also have Fire Dragons, Hornets & Wraithguard/blades, but I want to play a Kill Team, not an Overkill Team
-----------------EDIT: I changed my mind, this is the new list:

Shining Spear Exarch - leader
2 Shinging Spears (both specialists)

1 Dire Avenger Exarch w/ Power weapon & pistol - (specialist)
6 Dire Avengers
--------------------------196

Any suggestion what some good specialist rules might be? I'd like to put the "wounds on 2's" on the Avenger Exarch, maybe Stealth on a Spear for a sweet 2+ Jink. Not sure about the other specialist

I think it's all about number of bodies... everything should have cover 4+ so I'd not worry too much about bringing 5+ armor (not sure if that applies, etc.)

3+, paired with the FnP specialist trait can make for a good "tanky" unit to distract when you have to move out in the open.

However, mobility is also really good, especially if you play the missions out of the rules.. so bikes would be great IMO.

I'd go with the second list.

My lgs has a league going on atm that makes us take three kt list to each round, these are mine for eldar.

Ten warp spiders, one is an exarch = 200

Ten Rangers and a squadron of two vypers = 200

Ten jetbikes, 3 have scatterlasers = 200

The league focuses around choosing lists based around missions so there are gaps in some, if your looking for an all comers. I enjoyed this for skirmishes.

Ten guardians w/ scatterlaser platform and 5 warp spiders = 200

A note on the heavy platform. You can give it reaping volley to fire all 4 of its shots at different targets, but also give the dude Manning it(anyone within 2" of artillery can fire it in kt) preferred enemy which is kind of silly.

From my experience, Warp Spiders are super gross and very rude in kt. With all the cover it's too easy to flickerjump or hide behind terrain.

Bike lists is a great seige list for king of the hill or attack amd defend as it can poke people out with scatterlasers and just duck behind terrain in assault. Also turbo. Posting 36" is no joke in objective games. Ends attak and defend in a single turn.

This is awesome lol!

Also, yeah, the all-bike list is probably the best IMO... I mean, jet bikes are just so good.

My only issue with an all Windrider list is that specialists cannot pick from the same category and all the ones I want to take for them are from the weapon specialist list.
There are so many good CC specialist rules that I think it makes sense to have at least 1 CC unit, or even just 1 CC model (like a Dire Avenger Exarch w/ Power weapon and Killer Instinct)

That's the beauty of Shining Spears in KT. They have all the benefits of Windriders + Skilled Rider, never have to Jink, and Outflank. The Exarch is probably the "tankiest" Leader possible for Eldar. The lances should help against any AV

I will admit there are more cc friendly specialist traits however I found some decent options for the bike list(and every other eldar list I have for the matter) are reaping volley(if your have more than 2 shots, otherwise bs+1 is better) preferred enemy(re roll 1's to hit and wound for shooting is pretty nice), and then the go-to Fnp generally is what I go for.

I'll still take 3 Shining Spears, but I agree that Reaping Volley is devastatingly good for Scatterlasers.
So how does this sound:

Shining Spear Exarch - Leader
Shining Spear - specialist: *
Shining Spear - specialist: *

Windrinder w/ Scatterlaser - specialist: Reaping volley
5 Windriders
--------------------------------------197pts, 9 total models

*I am torn between FNP & Stealth or Killer instinct & Murderous blows

Fair enough, you definitely want killer instinct and murderous blows though. Eldar jetbikes are tricky and mobile enough you can work around the mass terrain kt has to offer. That and you REALLY want to make sure you kill what you are hitting(especially at I5 Spears to hit before anything else)and all the help you can get the better.
