Special Rules:

Tactical Master
When CM Kaneda is the warlord of your army, all units gain scout or outflank and have acute senses. Further more, while Kaneda is Alive, +1 or -1 you and your enemeies reserve roles. you pick

The Way of the Warrior
Kaneda must issue and accept challenges when ever possible in close combat. Every time Kaneda loses combat but is not killed, all of his stats except for wounds reduced by 1. This does stack and represents his growing shame for losing. Furthermore, when fighting in close combat Kaneda may choose to re-roll one dice.

I think giving him ID and forcing -2 on invulns or taking them away completely is a little much especially from a S8 AP2 weapon with 7 attacks.

The statline already has the bike stat increases included. should have worded it clearer - similar to how Wolf Lords with Thunderwolves work.

That's a tiny thing. He's still broken to all hell.

And the AP2, at-initiative, armorbane sword that also breaks most invul saves.

And the fact that he makes the entire army he is with scouting/outflanking.

Now 300pts LOW
Sword is only +2 Str and now only reduces invuln saves by 1.

His honor rule is meant to stack if he loses combat - loses leadership role because his squad lost more wounds than the enemy squad.

necron lichguard have str7 ap 2 armorbane weapons at initiative - obviously not the same number of attacks but it does exist.

Lychguard are also a wee bit slower and therefore easier to shoot, and if they take the Scythe they get no 3++.

While I never really intended to make an army based on the custom Marine Chapter I made ages back for use in fluff background for my old CSM Warband, I was always fond of the Chapter Master I came up with. He got the position after the previous holder was brutally slain by a Chaos Lord in an assault upon the chapter's home world by the forces of chaos that left the chapter broken, halving their number and resulting in Exterminatus being called on the planet. The chapter now operates as a crusading fleet, looking to rebuild themselves.

The Shattered Talons:
Once these were the ancient relic lightning claws traditionally wielded by all Chapter Masters of the chapter. After their shattering during the duel that took the life of the previous Chapter Master in the chaos incursion on their homeworld, their shattered remains were reforged on to a pair of vambraces to continue the tradition.
All attacks made by the bearer of the Shattered Talons in the Fight sub-phase have the Rending special rule. This includes Hammer of Wrath attacks unless the bearer performed a Disordered Charge.
Furthermore they have the following weapon profile.
Rng - | Str -2 | AP 3 | Melee, Shred, Rending, Two Handed

Not sure if his points cost is too low or too high, though.




In regards to your character Cosmo, I like him. Imho he's a bit overcosted though. He is essentially a Chapter Master with Artificer Armour, a worse relic blade and no Orbital Strike (I'm assuming that like grenades you forgot to add an Iron Halo). He's probably worth 160-170 points maximum.

Only Close Combat attacks. But yes, even his Grenades have rending, technically.

The issue is not how good he is, the issue is how cheap he is for how good he is. Up his price, considerably.

-- A Chapter Master may replace his Power Weapon with a Relic Chain Blade (see Profile below).

Restrictions:
-- No two Chapter Masters (as described by this profile and/or named Chief Librarians) can be taken when they have the same Faction.

For Example:

Andrew takes a Combined Arms Detachment as his Army with the Space Marines (Crimson Fists) Faction and Pedro Kantor (Chapter Master of the Crimson Fists) as his Warlord. He is not allowed to take a Chapter Master (as described by this profile) with the Space Marines (Crimson Fists) Faction.

But, if Andrew also takes an Allied Detachment to ally with his Crimson Fists Combined Arms Detachment that has the Space Marines (Ultramarines) Faction, then he is allowed to take a Chapter Master (as described by this profile) with the Space Marines (Ultramarines) Faction (but only as part of this Allied Detachment).
