More krieg just with different jammies.
otherwise victoria minautres makes some super cool penal legion stuff. though they would instantly die on krieg.

Paint them differently....
like give them a certain color of helmets or some special marking on their coats.

Different color helmets should work. Thanks amigo!

Would these conscripts be from Krieg or conscripted during off-world military conquest?

Would either be local populace or a penal regiment.
In the book dead men walking, the krieg make heavy use of the local popular as conscripts. You want to talk about unlucky, being a conscript serving under the krieg is about the worst thing you can imagine.
They didn't even get uniforms and only 1 in 3 got rifles. I would heartily recommend the book if youre a krieg player, it's got a lot of good moments that really drive home just how inhuman the krieg are. The conscript scene is a great example of that.

Yeah, that's a great read and I am a Krieger too. I like your idea. However, IMO, Krieg conscripts would look distinct from Kreig infantry. I may be wrong, but I don't recall conscripts being given Kreig uniform in DMW. Furthermore, I doubt the planet Kreig has any prisoners or crime for that matter, anyone "unfit" or "out-of-line" is used for target practice. I'd probably go with these guys, but stick to the 1-in-3 rule.

200 Kreig infantry, that's awesome! If I were you, and I'm in the slow process of doing this myself, I would run all 200 in an IA12 Assault Brigade using the Unstoppable Advance special rule. Talk about an unending meat grinder with excellent target saturation!

I'll look into that thank you!
Yea 200 Krieg infantry, including 6 Las cannon teams, 6 autocannon teams, 10 plasma, and 10 melta, with about 5 flamers, and 5 grenade launchers. Also Krieg commissars, Platoon Command Squads, and krieg Company command squads!
I'm excited to get them painted! How do you like my scheme? What colors would you use? The bases won't be the same, doing dark gravel with the valhallan snow texture GW makes, does that sound good?
What's the 1 in 3 rule? Also, are victoria miniatures the same size/scale as krieg soldiers?

1 in 3 means that in the book, only 1 in 3 conscripts had a rifle. They pulled an Enemy at the Gates essentially, where 1 man had a rifle and 2 others were assigned to follow him. If the man with the rifle died, the next in line picked it up and kept firing.
This has no effect in game, as all conscript models have lasguns essentially rules wise. I was just mentioning it as an interesting way to model them.
I believe Victoria Lamb stuff is about right scalewise with Forgeworld. Victoria has slightly more heroic proportions but both are fairly slim compared to your bog standard GW Cadians and Catachans.

That's going to be an awesome army to field! What about artillery, armour, Death Riders, etc.? What army list are you thinking of using ( AM, SoV, or IA12)?
I like your paint scheme!
I'm going for two-tone grey scheme like the 134th heavy infantry regiment from IA12. Bases are gravel, with some urban rubble, and ash dusted.

I went with that scheme minus the red triangles on the collar for my Kriegsmen, they look ace. But I've seen some blue Kriegsmen painted like the French in WW1, it makes for a very striking army.
Edit: If you want to stick with Krieg models, put lots of gear on your standard guardsmen, backpacks, tools, ammo, and then glue nothing but the lasgun arms for the conscripts. It'll follow the Down Amongst the Dead Men narrative where real Kriegsmen get decent supplies while the even more expendable ones get a lasgun and maybe a spare pack.

Fluffwise, IIRC, the DKoK don't really have conscripts as they game unit would recognize them, nothing of that caliber gets drafted into the IG from Krieg. They're all "conscripts" in the strict sense of the word, but they don't ship anything off world that would fit the concept of the game unit "Conscripts".

Yeah. Despite being human lemmings some of the time. The extreme level of drill, training and indoc means that your average kreig trooper is going to be pretty reliablely trained and capable. There culture only is military training....
Less that kreig... That reinforces low to insane. At least they get gas masks, uniforms and are for all intents not badly equipped for combat including the heavy great coats and every man have a rifle, bayonet and trained to use them to atleat a comptent degree.

Well you have the Siege Regiment, which is always Artillery, All the Time
And the Assault Brigade, where you can have Infinite Guardsmen
The Siege regiment List allows you to take A LOT or Artillery, as everything is in squadrons but its designed for camping at your board edge
The Assault Brigade is a faster List that focuses on stuff getting your dudes around the table such as the Hades Breaching Drill (and as said earlier, you can force the opponent to put an extra objective in his deployment zone, and if you do, for every unit in a Platoon Wiped out, they go into Ongoing Reserves)
Then there is the Death Rider list (All Cavalry) and the List where you can Take Gorgon Superheavies as Dedicated Transports

As is I'm using the new formation that lets you give tanks orders from a ccs!
And I'm using Forgeworld manticore.

If I am interpreting this exchange correctly, what OP is missing is that this fellow means that Death Korps of Krieg get their own "codex" which can be found on Forgeworld. It includes different rules for DKOK than what the Astra Militarum provides.

This isn't as useful as you'd think, if you're facing Marines, they get their armor saves vs the Manticore shot anyway, Manticore are barrage weapon and they already ignore cover to an extent. I prefer having lots of cheap Earthshakers, personally.

Unless significant changes have recently been done, this isn't how that works.
Essentially you get a rule which allows you to place an objective in the opposing player's deployment zone. Yes, you get to give them a free objective to camp on and earn easy VP.
In return, whenever one of your infantry platoons are wiped out, it enters ongoing reserve.
The keyword here is platoon.
Units do not recycle, platoons do. Which means that your enemy can cut you down to one crippled infantry squad per platoon (not that hard given Kriegsmen never retreat from shooting casualties) and then ignore it for the rest of the game, granting themselves tons of free VP and you no benefits.
Even if they do show mercy and wipe platoons out.. It doesn't really matter. You have foot-slogging infantry march onto your board edge. Yippie, more bodies in turn 4-5 which are so far from objectives, and totally without transporation, so they won't accomplish anything?
Kriegsmen have cool rules but, by and large, they're not great as an army. Suffering from being massively overcosted for a guardsmen statline which is buffed in the one place guard don't want to be, Close Combat. The best thing about them is that they have access to artillery carriages and plenty of heavy ordnance, but you can get that out of normal guard IA book ( IA 1 I believe?) for cheaper and in a normal guard army. They'll have a good game against the likes of Orks, CSM, non-flyrant heavy nids, and regular guard, but as soon as you try to face a competent player with a semi competitive list, you'll suffer.

I'm talking about krieg in general. While the unbreakable arty is certainly important, you can get the same effect from regular IG via priest and commissar usage. Plus the units just being cheaper means you can squeeze more in for redundancy sake.
Unless you're planning on running something silly like unbound artillery carriages with no support, the cost of taking krieg fodder / meat shields will quickly outstrip the cost of redundant / supported batteries from regular IG.
