He doesn't really have any lore...a tyrant who was deposed and then reinstated. I guess it's because he is rumoured to have begun the first daemon forge, like a father of the dark mechanicum sort of thing? I mean...he failed to even subjugate his own planet without the help of the traitors and was imprisoned, hee can't have been that strong or clever, yet he can comfortably bushwack pretty much every single character in the 40-30k setting's in a 1v1

That is nasty! I'd just worry about a counter punch. Any plasma tac suppoRT squads would chew through it very quickly. I also feel that quad mortars would make a mess of it due to not being abless to run and the sheer amount of saves they'd force you to take.
Oh absolutely, but those things are target priority one. Not saying that it's the winningest thing ever, just a nasty combo to throw down.
I can get this, 2 squads of Vets with rending HF and combi flamers in outflanking rhinos and some more termies in 2K with the ability to completely null deploy.

I've never actually played a game of 30k at 2k points. All mine are 3k+ games! But that seems like a hard hitting force for just 2k! Only thing that would be of any issue at all would be spartans/flare shields

Mmh depends. Can what's inside it handle perty? People often assume he's the shooty Primarch, he's also a monster in melee.

except I'ma deepstrike into their side armor. Even if I didn't it would be D3 S9 AP2 shots barrage shots, which always count as side armor, or hey, if there's 2 Spartans one gets the OB and the other gets 20 krak missiles in the side with TH.

Can Perty splitfire?
Also 20 Krak Missiles, with TH, won't kill a spartan on average even ignoring the Flare Shield. Though it is a close run thing. (13-14 hits, 2-3 6s in the first batch, 1-2 more gained from rerolls. With favorable rounding it works).

I play Iron Warriors and Word Bearers so I can really only comment on them:
Perturabo- You take him because of what he does for the army. Sure he is pretty durable and can smack a character around, but I don't have take him for that. He lets terminators deep strike, hands out conditional furious charge, army-wide stubborn, has a cognis signum, bombardment that doesn't care if he moved, etc etc etc. The list goes on an on. The biggest thing for me is his ability to let you roll for reserves on turn one. I'm playing a 3k point game this coming weekend and almost everything is coming in on turn one with a 2+ re-rollable reserve roll. Looking forward to seeing how it goes. You can make a crazy good alpha strike list with him.
Lorgar- He is one of the best Primarchs there is, in just about any category you can think of. I'm only talking about the transfigured version of course. One of the few Primarchs with a S8+ weapon that hits at initiative. Pick the right powers for him and he is a beast.

He cannot. Though in this case, his bombardment doesn't care if he is moving or shooting. It specifically says that it doesn't count as a shooting attack. Also don't forget about Perturabos Cognis Signum. In the above situation it is more like17 hits or so. Statistically, that's a pretty good chance (I figured just barely under 5 HPs on average).
