Its the Great Crusade....the Emperor has visited Earth to try and negotiate with Wakanda to join the Imperium
or does the Emperor and the Primarchs submit to T'challa's will.

Uh...the Great Crusade started from Earth....(Terra = Earth). I'm guessing this is a joke thread? Cause Wakanda wouldn't exist by the time of 30K or at least it would have been crushed by or submitted to the Emperor's legions. Not to mention Wakanda is a single nation, not even a planet. Also, do you not know the power levels of the Emperor and the Primarchs? T'challa would barely cause a scratch before getting pummeled to death or mind-fried by psychic powers. Again, I highly suggest reading up on lexicanum for your lore needs since you still seem very, very confused about how 40K works, more than half of your posts are asking people questions that can be answered by searching online.

By the time of the Great Crusade, Terra (Earth) has been scoured by nuclear fire (several times), driven to the brink of eradication by the Iron Men, boiled away its oceans through warfare, over-exploitation of natural resources and ecological devastation, and been rendered a Mad Maxian hellhole populated by techno-barbarians, from which the Emperor would arise.
Any human civilization currently in existence in M3 is long gone by M28. There is no nation-state, no city, no continent that currently exists in any recognizable form, or even memory, by the time the Great Crusade begins.

No. The Emperor would not be intimidated by T'challa if, by some cause, Wakanda was sent into the future.
And he wouldn't have left Terra to start the Great Crusade while a nation remained on Terra.

This is the exact scenario the Thunder Warriors were created for, T'Emprah would never strictly need to get involved.
That's assuming that Martian Expeditions hadn't rad cleansed the place stealing all their unobtanium.
But again, since The Big E is at one and the same time Moses, Any/All of the Roman Emperors, St. George, Bill Gates and Donald Trump, I see no reason why he wouldn't have been the ruler of Wakanda.

He reincarnated there from the 1000s of Shaman souls. Reincarnation is rebirth, which means he was born as a child.
The lore, IIRC, states that he only regained his memory of his past lives/amalgamated Shaman souls as he aged.
I suspect we'll learn more when people start disseminating info about the new Horus Heresy Novel, Master of Mankind. Supposedly there's a scene from his childhood which might reveal more about that, though at the least, those who read it say it deals with his father and uncle - relatives, reinforcing at least that he appeared to be born of human parents.
