It depends. Scatter Lasers pack more punch, and are generally better. Better against
AV (12 or less, obviously-you ain't touching
AV 13+), better against lightly-armoured targets, and better in general if you can't roll 6s to save your life.
What's your meta like? What sorts of armies do you face? I'll run some math for you, so you can see the differences in numbers.

Against Orks: Scatter lasers are better. They both punch through their armour, and Scatter Lasers get one more shot.
Against Guardsmen: Shuriken Cannons are better. 3 shots is 2 hits is 1.67 wounds, while Scatter Lasers are 4 shots is 2.67 hits is 1.78 wounds is 1.19 past the armour saves.
Against 4+ saves (Grenadiers, 'Eavy Armour, Scouts): Scatter Lasers do .89 wounds past the armour saves. Shuriken Cannons do 3 shots, 2 hits, .33 rends and 1.33 wounds, for 1 wound past the armour saves.
Against
MEQs: Scatter Lasers do .59 wounds past the armour saves. Shuriken Cannons do .77 wounds past the armour saves.
Against 2+ saves (Sanguinary Guard,
MANZ): Scatter Lasers do .30 wounds past the armour saves. Shuriken Cannons do .55 past the armour saves.
Against
TEQs: Scatter Lasers do .30 wounds past the saves. Shuriken Cannons do .44 past the saves.
Against Storm Shield
TEQs: Scatter Lasers do .30 past the saves. Shuriken Cannons do .33 past the saves.
Against
MEQs with Storm Shields: Scatter Lasers do .59 wounds past the saves. Shuriken Cannons do .55 past the saves.
Overall, the math appears to show that if your enemy relies on armour saves at all, Shuriken Cannons do better. Even against Storm Shield
TEQs, the Rending is just that valuable.
