The farseer is out of place. He's not on a bike, so he'd severely limit the mobility of any bike he joins, and there are no infantry for him to join since you removed the avengers.
Other than that, this is a standard competitive eldar list, albeit with cannons instead of scatter lasers. It should still be very strong in 500 point games.

It depends. Scatter Lasers pack more punch, and are generally better. Better against AV (12 or less, obviously-you ain't touching AV 13+), better against lightly-armoured targets, and better in general if you can't roll 6s to save your life.

What's your meta like? What sorts of armies do you face? I'll run some math for you, so you can see the differences in numbers.

Edit: Math! (Shuriken Cannons are AP 5, right?)

Against Orks: Scatter lasers are better. They both punch through their armour, and Scatter Lasers get one more shot.

Against Guardsmen: Shuriken Cannons are better. 3 shots is 2 hits is 1.67 wounds, while Scatter Lasers are 4 shots is 2.67 hits is 1.78 wounds is 1.19 past the armour saves.

Against 4+ saves (Grenadiers, 'Eavy Armour, Scouts): Scatter Lasers do .89 wounds past the armour saves. Shuriken Cannons do 3 shots, 2 hits, .33 rends and 1.33 wounds, for 1 wound past the armour saves.

Against MEQs: Scatter Lasers do .59 wounds past the armour saves. Shuriken Cannons do .77 wounds past the armour saves.

Against 2+ saves (Sanguinary Guard, MANZ): Scatter Lasers do .30 wounds past the armour saves. Shuriken Cannons do .55 past the armour saves.

Against TEQs: Scatter Lasers do .30 wounds past the saves. Shuriken Cannons do .44 past the saves.

Against Storm Shield TEQs: Scatter Lasers do .30 past the saves. Shuriken Cannons do .33 past the saves.

Against MEQs with Storm Shields: Scatter Lasers do .59 wounds past the saves. Shuriken Cannons do .55 past the saves.

Overall, the math appears to show that if your enemy relies on armour saves at all, Shuriken Cannons do better. Even against Storm Shield TEQs, the Rending is just that valuable.

Dark Eldar rely more on cover and FNP (which you deny their non-bike units) than armour. That being said, the math I did above shows that Shuriken Cannons might actually be the better choice.

Since it's only a 500 pt list I'd ditch the farseer in exchange for a single warlock. He's not an IC but you'll have some psychic power to sling around, and it saves you 70 points to use on another bike squad or rangers.

I'm pretty sure Warlocks are an HQ, though admittedly, I own not the codex.

Also, be aware that Shuriken Cannons aren't quite as good Anti-Vehicle as Scatter Lasers.

3 Shuriken Cannons take 2 HP off a Rhino, while 3 Scatter Lasers take 2.66 in one shooting phase.

A Warlock Conclave is an HQ squad or warlocks at 35 pts each. You can take just 1 to fill the HQ slot. It's not an IC so he'll be by himself, but it's real cheep for small battles
