Duradin or Demiurg. It looks too high tech to be Fantasy. If it's got to be part of a Space Marine Triumvirate then no idea.
On second thought. Looking at some steampunk hatches I think it's Duradin.

You pretty much point out the problem, you either like the special character or you don't. Our club doesn't play with SC because they sort of ruin the game because they are usually pretty unbalanced.
So if you had the choice between a new kit for an army or 2 special characters for that army. A new kit is something everyone can use, special characters not so much.
Basically what I'm saying is that I don't like GW wasting time making SC when they could use the same time to make kits for armies instead.
Nice looking stuff sells and no-one cares about your local clubs' house rules. Most people can figure out how to use a SC model for a generic character as well. I personally don't like using SC, but I enjoy the painting models and still manage to use them in my own games as generic/my own characters. Given that GK have no plastic HQ, it's far from pointless.

That last one is probably something for the Steamhead Duardin; seems quite steampunky to me.
Oh, and that psychic hood is definitely for a Grey Knight (or an Inquisitor wearing a GK style armour.) Normal terminator armours don't look like that. Terminator librarian's psychic hood is not visible from behind.

You know I was going to say the same thing. It looks like a submarine door hatch. There is also that unresolved fish hook rumor. THat or a heavily stylized 40k airlock, but I think the submarine door looks more likely.
You don't suppose we'll see Duradin and some sort of fishmen right? Or aquatic themed Dwarves? Which... is way cooler sounding now that I think about it and a natural fit for them with the whole underground tunnels thing.

My guess would be a mechanically pivoting turret or sponsons on a duardin steam tank.
The whole thing looks plesantly robust and symetricaly reinforced.
Would be cool though if it was a clocktower scenery piece to manifest the rule of order (mechanism) and a new era (of sigmar) now that the stormcast start to reclaim a piece of the universe.

I kind of liked the rumored idea of airborne dwarfs living in the sky in bioshock steampunk columbia esque types cities. With AoS they can really do anything with the new steamhead duardin faction, I hope they don't waste the opportunity.
