Going to be starting a Catachan army soon which will be very flesh heavy. What's the best flesh colored primer to quicken painting my guys? Army Painter looks good, but seems steep ($15 a can at my LGS)

Well, Army painter primer isn't cheap, but really no model sprays are (that I can think of)
What is the tone you are looking for? What I would go with is army painter in whatever color you're needing. But I get that Army painter can be cheap. Krylon has always netted good results for me but I am not sure of the range of colors they have...

Krylon is my go to for primer, but I'm concerned because I used their green spray paint with gloss and it's a pain to paint over. I'm just looking for standard flesh (European descent, I guess? The normal Imperial Guard flesh). Do you have a Krylon you'd recommend?

I had awesome luck with their matt black primer, although I am not sure if they offer one of the matte primers in flesh.
I did a bit of googling around, the wheat color might be what you're looking for, or the appliance bisque colors but those were really all I found that are kinda flesh colored.

Prime white, any white, it doesn't matter. Now use a wash of Seraphim Sepia. 1 wash for lighter skin, 2+ washes for darker tones.
