It probably depends where they're from. For a lot it probably gets tied in with the explanation there's multiple planets.

Except as I noted previously in this thread that's wrong - they were always from the very first book Warrior Monks
- they then changed as more background was added for individual chapters.

Which flys in the face of being them being criminal/ child soldiers. Though ADB tried to hint at it in MOM.

Of course not.
They just teach them that the Emperor is a God, probably in their impressionable years as children. Then the humans on Death Worlds do the worshipping on their own.
